Overview:
Position drives Process Safety performance and alignment with Chevrons Operational Excellence (OE) standards and regulatory requirements at the Pasadena Refinery. The Process Safety Lead Specialist leads coordinates and/or actively engages with key Process Safety programs (such as Management of Change Process Safety Information Facility Siting PHA/LOPA Safeguard Assurance Incident Investigation Technical Codes & Standards etc.) while supporting and enhancing OE culture. Organizationally the Process Safety Lead Specialist reports to the Process Safety Manager within HSE as an individual contributor but holds significant influence. The Process Safety Lead Specialist works closely with Technical Safety HSE Operations Maintenance Engineering and other technical departments and regularly interfaces with PSM personnel from other assets as well as segment and enterprise level.
Responsibilities for this position may include but are not limited to:
- Stewards coordinates and ensures consistent implementation of PSM and Chevron Operational Excellence Management System (OEMS) standards directly managed by PSM including but not limited to Management of Change and Process Safety Information
- Engages and supports PSRI-related activities and requirements not owned by PSM such as Independent Protection Layer (IPL) design verification process safety risk assessments (QRA/PHA) Conduct of Operations and Asset Integrity.
- Manages and reports process safety-related metrics and consolidates other HSE and related metrics as needed
- Stewards Process Safety safeguard assurance and compliance assurance programs including conducting or facilitating self-assessments against requirements
- Supports OE and compliance audits as a PSM subject-matter expert reviews and navigates potential findings and drives gap closure and verification
Supports process safety incident identification investigations and learning communications - As requested participates in technical review of PHAs and other risk assessments including recommendation management
- Represents the site on various communities of practice and internal forums as appropriate
Promotes process safety culture trains and mentors personnel across functional groups at all levels - Leads process safety meetings case studies and awareness campaigns to strengthen the culture of risk management and operational discipline
Required Qualifications:
- Education: B.S. in Engineering (Chemical Mechanical or related field) or equivalent technical degree
- Strong working knowledge of OSHA PSM standard (29 CFR 1910.119) and EPA RMP requirements and ability to interpret and apply these regulations in an operating plant context.
- Demonstrated experience in industrial operations with direct PSM or HSE experience preferably in oil & gas refining petrochemicals or a similar high-hazard industry. This includes familiarity with process unit operations and prior involvement in key PSM elements (MOC PHA QRA facility siting incident investigation etc.).
- Fundamental awareness of process safety engineering and risk management techniques e.g. hazard identification methods consequence modeling safety instrumented systems relief devices and process safety risk assessment.
- Excellent communication training and leadership skills. Proven ability to influence without authority facilitate cross-functional teams and mentor others in process safety matters. Recognized as a process safety champion who can foster management buy-in and workforce engagement in safety programs.
Preferred Qualifications:
- Demonstrated success in leading PSM initiatives or programs. Experience implementing or improving process safety programs at a facility is highly valued.
- Preferred ability to utilize corporate reporting systems and data (Incident management systems action item trackers etc.) to monitor PSM performance.
- Highly knowledgeable in process safety related technical codes and standards (RAGAGEP)
