Main Purpose of Job
This position is assigned to the Division of Cost Allocation and Revenue Management within the Office of Budget and Finance. The position supervises federal funds accounting and reporting for Department Social Services Administration (SSA) and Child Support Enforcement Administration (CSEA) federal grants. Accurate accounting reporting and attainment of Federal funds enables the Department to maximize its fiscal resources and effectively serve our customers.
POSITION DUTIES
- For assigned SSA and CSEA grants maintain and supervise the maintenance of up-to-date records on grant awards expenditures including matching expenditures and attainment; prepare and verify quarterly federal financial reports on grant expenditures and program income based on cost allocation results revenue and reporting requirements; analyze and reconcile actual expenditures reported expenditures and cash attainment; meet with program staff to review grant obligation and liquidation periods reporting requirements grant activity and over and under spending.
- Collect summarize and analyze for reasonableness quarterly cost allocation statistics and prior quarter adjustments. Reconcile quarterly administrative costs data files to the Statewide accounting system R*STARS prior to cost allocation to ensure completeness.
- Maintain the Federal disbursements ledger that is updated based on quarterly cost allocation results of administrative expenditures quarterly 302 report of assistance expenditures prior quarter adjustments and closing adjustments. Reconciled the disbursements ledger to R*STARS.
MINIMUM QUALIFICATIONS

Education: A Bachelors degree in Accounting from an accredited college or university including or supplemented by three credit hours in auditing.
Experience: Four years of experience examining analyzing and interpreting accounting systems records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelors degree from an accredited college or university with thirty credit hours in Accounting and related courses including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a Masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.
may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officerclassification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
- One year of experience using Financial Management Information System (FMIS) and/ or other Financial Management Systems.
- One year of experience in analyzing and preparing budgets.
- One year of experience with Microsoft Office and/or Google Workspace for creating spreadsheets and maintaining reports.
- One year of supervisory experience.
