This position starts at $3192.54/bi-weekly (DOQ) with advancement up to $4344.63/bi-weekly. (2024 wages)
Characteristics of Class:
Under administrative direction from the Health and Human Services Director an employee in this class plans budgets implements supervises and evaluates service programs. This includes developing recommending directing implementation of policies and procedures and supervising assigned staff. This position provides leadership and management duties in accordance with the assigned areas of responsibility as well as other assigned areas of Health and Human Services in cooperation with department employees and the community. This position may act as an agent of the community health board to the State Department of Health and other state agencies as well as participate with the community in developing and administering programs.
Supervisory Controls:
Incumbents in this position provide recommendations to the Health and Human Services Director regarding hiring transfers suspensions promotions discharges assignment reward or discipline of assigned employees including adjustment of grievances. This position may supervise employees as assigned. While policies and general plans are developed in conferences with the Health and Human Services Director employees must use independent judgment initiative and discretion in performing the duties of the position. This position consults with the Health and Human Services Director about matters requiring board and/or administrative approval and budgetary guidance. Work is reviewed through conferences written reports and objectives achieved.

- Lead cross-departmental initiatives to design integrate and improve innovative services requiring strategic resource allocation and collaboration with internal and external stakeholders. Oversee planning implementation monitoring and evaluation of operations to ensure efficiency effectiveness and quality.
- Manage departmental operations staff supervision and public wellbeing programs. Recruit orient coach mentor evaluate and assign duties to employees while providing clinical supervision or consultation as needed.
- Ensure compliance with federal state and local regulations; develop and implement policies procedures and quality standards. Oversee program development and management including budgeting financial procedures grant writing contract monitoring and fiscal accountability.
- Lead community outreach and represent the department on boards and committees. Build partnerships with agencies and stakeholders to enhance service delivery and public wellbeing.
- Direct reporting documentation data systems quality assurance productivity standards and continuous improvement efforts.
- Perform additional duties as assigned.
Required Knowledge Skills and Abilities:
Any combination of training and experience providing the following knowledge skills and abilities.
For Pre-Employment:
Preferred:
- Masters degree program in counseling or related field from a program that is Council for Accreditation of Counseling and Related Educational Programs (CACREP) or Council for Higher Education Accreditation (CHEA) accredited.
- The degree upon which a license application is based must include:
- At least 48 semesters or 72 quarter credits;
- a minimum of 700 hours of supervised field experience;
- specific academic content in ten subject areas; and
- earned 24-semester credits in clinical coursework areas.
- At least 4000 hours of supervised clinical experience with 1800 hours involving direct client contact.
- Successful completion of the National Clinical Mental Health Counseling Examination (NCMHCE).
- The degree upon which a license application is based must include:
Desired:
- A Bachelors degree in Social Work Counseling Administration Public Health Community Health Environmental Health or Nursing with one year of documented human service experience in an administrative or supervisory capacity; OR
- Be registered as an Environmental Health Specialist or Sanitarian in the State of MN with two years of documented Public Health experience in an administrative or supervisory capacity; OR
- A minimum of a Bachelors degree with four years of documented public health experience in an administrative or supervisory capacity; OR
- If one of the above pre-employment requirements is near completion the ability to achieve one of the requirements within one year of hire; OR
- Bachelors Degree in Social Work Nursing or Public Health or in another closely related recognized professional field such as Psychology Sociology Community Health Criminal Justice or Administration and at least two years of progressive responsible experience in an administrative or supervisor capacity in Human Services or Public Health or Community Services or Criminal Justice.
- Ability to supervise staff in a manner that will stimulate growth and development.

- Ability to analyze and make independent judgments based on department objectives.

- Proficient use of computer software such as Microsoft Windows applications; Word Excel Access and Outlook.
- Must possess and maintain a valid drivers license.
- Must pass required background check.
