Main Purpose of Job

The Maryland Board of Professional Counselors and Therapists which operates under HealthOccupations Article Title 17 Annotated Code of Maryland is the licensing and certifyingauthority for the state of professional counselors and therapists. The Maryland Board ofProfessional Counselors and Therapists is managed to regulate the practice of counseling andtherapy with the mission to protect the public who may receive healthcare services from itslicensees certificate holders and those granted trainee status.

This Licensing Coordinator role will be a full performance level position and will be responsible for:
  • Developing and implementing the licensure operations for the Board relating to Licensed Clinical Professional Counselors Licensed Graduate Professional Counselors and Approved Supervisors as specified under Title 17 of the Health Occupations Article of the Annotated Code of Maryland;
  • Licensing clinical professional counselors ( approx. 4400 counselors) graduate professional counselors (approx. 2000 counselors) and approved supervisors (approx. 500);
  • Analyzing detailed and complex applications and related documentation;
  • Independently advising applicants by recommending licensure options;
  • Ascertaining whether an applicant has met the educational and experiential requirements for licensure;
  • Recommending whether the applicant is qualified to take national and state examinations for licensure;
  • Interpreting examination results and notifying applicants;
  • Monitoring and reviewing criminal history records checks for each applicant and referring with recommendations to the Licensing Operations Manager or Compliance Manager;
  • Compiling and updating data for electronic application progress tracking;
  • Troubleshooting outstanding issues by researching programs and data for solutions;
  • Assisting with annual license renewal process;
  • Developing and implementing new working forms to reflect regulatory changes;
  • Preparing licensure data and reporting at Board and committee meetings;
  • Assisting with meeting preparation;
  • Answering calls relating to the Board the licensure process and specific applications;
  • Assisting with entering Boards revenue in the cash receipt database as needed; and
  • Entering and maintaining the application management database.

This position will require:
  • Strong written communication skills particularly in responding to applicant inquiries and drafting correspondence.
  • Strong organizational and customer service skills including attention to detail the ability to manage high-volume workloads and effective coordination with internal staff and external stakeholders.
  • Ability to manage and prioritize a high-volume caseload while meeting established processing timelines.

PLEASE NOTE: This position is hybrid telework eligible.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff clerical clerical technical or secretarial work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Experience in professional licensing or regulatory environments (interpreting and applying regulations) including demonstrated knowledge of application processing credential evaluation and compliance with statutory and regulatory requirements.
  • Experience reviewing complex application materials and identifying deficiencies.
  • Experience with licensing databases or case management systems (to include your level of proficiency).
  • Experience handling applicant communications.
  • Experience with Maryland health occupations boards or similar regulatory frameworks.
  • Experience working in a fast-paced deadline-driven environment with competing priorities.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
