The Arizona Department of Administration (ADOA) Division of Business and Finance is seeking a highly skilled and strategic Statewide Accountant 4 to join our leadership team. Operating under minimal supervision you will apply your expert knowledge of Generally Accepted Accounting Principles (GAAP) Generally Accepted Auditing Standards (GAAS) and Governmental Accounting Standards Board (GASB) to the diverse and complex landscape of statewide governmental finance. This role is pivotal in shaping the financial integrity of the State as you will supervise or lead high-stakes assignments mandated by statute ensuring that Arizonas accounting and reporting systems remain both robust and efficient.
As a senior professional in this capacity you will serve as a key advisor to management drafting and reviewing critical recommendations for statewide accounting policies and procedures. Your expertise will be instrumental in enhancing financial systems based on collaborative input from technical staff and subordinate professionals. Beyond internal policy development you will safeguard transparency by reviewing data for Public Information Requests and providing authoritative guidance to state agencies the Joint Legislative Budget Committee (JLBC) and the Office of Strategic Planning and Budgeting (OSPB).
This position requires a professional who is comfortable acting as a representative of the Division in high-pressure environments which may include testifying in court or before the legislature regarding financial findings and agency performance. You will be responsible for identifying necessary legislative changes to financial statutes and driving statewide problem resolution. - Research preparation compilation and review work of others for the Annual Comprehensive Financial Report (ACFR) for the State of Arizona.
- Research understanding coordinating and implementation of new Governmental Accounting Standards Board (GASB) pronouncements.
- Maintains currency of accounting theory practices and law by attending classes seminars or other educational courses and/or related publications.
- Based on input from subordinate or other assigned professional and/or technical staff recommends enhancements for improvements to accounting and reporting systems procedures policies and methods for inclusion in the statewide financial systems or reports.
- Review subordinate or other assigned professional and/or technical staff recommendations for policy and procedures changes to assure integrity of statewide financial data and consistency in application of statutes and other related laws and/or regulations.
- Composes or reviews subordinate or other assigned professional and/or technical staff draft correspondence dealing with subject matters in ways that call for considerable discretion judgment or negotiation replying to inquiries presenting and requesting information.

Knowledge of:
- Extensive knowledge of GAAP GAAS FASB GASB and related publications.
- Comprehensive knowledge of the principles concepts practices methods and techniques of government accounting audit methodologies internal control structures accountability and fiscal management.
- Comprehensive knowledge of other agencies operations and financial structure.
- Comprehensive knowledge of reference materials such as federal regulations (e.g. OMB Circulars) Arizona Revised Statutes and applicable agency manuals.
- Substantial knowledge of research methodologies spreadsheet techniques statistical sampling quality assurance and final technical report referencing.
- Substantial knowledge of the methods and techniques of development of data processing relating to large financial systems.
- Progressive knowledge of legal requirements impacting area of assignment.
Skills in:
- Work organization and accomplishment.
- Analysis and interpretation of financial data.
- Spreadsheet development and statistical sampling techniques.
- Work techniques required to maintain accounting records through financial systems.

- Certified Public Accountant (CPA) Certified Governmental Financial Manager (CGFM)
| Pre-Employment Requirements: |
- A Bachelors degree with a major in accounting from an accredited college or university OR a Bachelors degree in a related subject with a minimum of 24 semester hours in accounting courses and an additional 18 hours in business related courses.
- Background and reference check including a criminal records verification
