Job Summary

Join our dynamic team in the Design and Construction (D&C) Unit within the Transportation Planning and Management (TPM) Division. TPM is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions responsibilities include roadway project planning roadway design technical analysis maintenance of street signs transit development freight mobility and roadway markings. TPMs Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers Urban Designers Planners Asset Managers Inspectors Administrators Analysts and others to evolve and maintain the curb geometry and street plans for all NYCs 6300 miles of roads create and maintain official pavement marking and concrete island plans and oversee the application and refurbishment of NYCs 250 million linear feet of pavement markings (stripes messages colored surface treatments for bus/bike/plaza etc.).
The Construction Unit is seeking an experienced and strategic professional to serve as Director of Asset Management within D&C. This presents an exciting opportunity for an ambitious experienced and motivated professional to contribute to the improvement of safety on NYC streets. The Director of Asset Management will lead the development implementation and oversight of data-driven asset management systems supporting pavement markings refurbishment programs and inspection operations citywide. This position will collaborate within D&C supervise at least two direct reports and be responsible for establishing transparent auditable processes for tracking asset conditions inspection outcomes and responses to service requests while ensuring data integrity across multiple programs and contract cycles. The Director serves as the technical lead and subject-matter expert for emerging technologies related to asset evaluation including pilot projects using imaging Geographic Information System (GIS) and artificial intelligence to assess pavement marking wear. The Director will define and evaluate key performance indicators coordinate ground-truth inspections analyze results and prepare technical reports assessing accuracy limitations and operational applicability. Findings will be used to inform internal strategy and support grant-funded initiatives aimed at improving the state of good repair and inspection efficiency.
The Director of Asset Management will oversee the design and maintenance of databases and analytical tools used to track refurb inspections work order outcomes and asset condition trends. Responsibilities include developing mechanisms to report comprehensively on Construction-related 311 service requests; integrating inspection findings into annual and multi-year refurbishment programs; and producing recurring management reports that support prioritization performance measurement audits and executive decision-making. This position plays a key role in ensuring Construction can clearly demonstrate how assets are inspected addressed deferred or scheduled for future work. The Director of Asset Management will contribute directly to the development and full buildout of the Markings Management System (MMS) supporting the integration of CAD-based marking designs with GIS-based asset inventories. Responsibilities include coordinating with Design IT GIS and Construction teams to develop standards workflows and SOPs; overseeing asset classification and quality control; and ensuring MMS supports both operational needs and advanced analytics including AI training and performance tracking.
Additional duties include supervising the modernization of GIS automation tools and Python scripts as DOT transitions to ArcGIS Pro; guiding staff and student aides supporting data and automation work; authoring and contributing technical sections of federal and state grant applications; and participating in post-award implementation activities such as RFP development contractor evaluation KPI definition and reporting. The Director will represent Construction in cross-agency coordination related to asset data inspections and technology initiatives.

Preferred Skills
Demonstrated experience in asset management inspection programs and data-driven decision-making for transportation or public infrastructure assets. Strong proficiency in GIS (ArcGIS/ArcGIS Pro) spatial analysis and database development or management. Experience developing maintaining or integrating enterprise asset management systems or inventory platforms. Working knowledge of Python or other scripting tools used to automate GIS or data workflows. Experience evaluating or piloting new technologies including data analytics imaging or AI applications for infrastructure assessment. Excellent writing editing and presentation skills including the ability to translate technical findings into clear reports and grant narratives. Proven ability to supervise staff manage multidisciplinary teams and coordinate across Planning Design IT Operations and external stakeholders. Experience working with and overseeing consultants and contractors supporting data technology or transportation programs. Strong organizational analytical and problem-solving skills with a demonstrated ability to manage complex initiatives from concept through implementation

Qualifications :
1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
2. A satisfactory combination of education and/or experience that is equivalent to 1 above. Graduate
education in city planning urban planning urban design architecture landscape architecture transportation engineering public administration economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However all candidates must have a baccalaureate degree.
Special Qualification Requirements
Assignment Level III
To be eligible for placement in Assignment Level III individuals must have after meeting the minimum requirements one additional year of professional experience as described in 2 above.
Assignment Level IV
To be eligible for placement in Assignment Level IV individuals must have after meeting the minimum requirements two additional years of professional experience as described in 2 above.
