Short Description: This position will be in support of the NYS Tax Modernization Program and will be responsible for playing a lead role in the Integrated Account System (IAS) Modernization project. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance which is responsible for billions in state revenue. Some of the major areas under this modernization include Collections and Accounts Receivable and Taxpayer Accounting. IAS Modernization includes converting the existing legacy
mainframe systems onto new platforms. This position will actively participate in design development and testing activities.

Responsibilities:

Responsible for assisting with the technical design for newdevelopment and system enhancements.
Responsible for coordinating the technical solutions amongvarious technical support groups.
Presentations of technical solutions to management andtechnical support areas.
Responsible for implementing technical solutions.
Assisting with requirements gathering sessions.
Leading the analysis of requirements and system designwork.
Development of technical design documents and programspecifications.
Coding unit and integration testing of programming
Writing and tuning SQL
Technical Support of user testing efforts.
Performance tuning of new and existing applications.
Production support tasks including analysis of issuepropose and implement solutions.
Mentoring of less experienced staff would be required

Required:

84 months of experience with a Government Taxation organization which includes business knowledge technical design development maintenance and end user support of complex Tax returns processing or accounting systems.
84 months experience with Java programming in an IBM Environment development using IDE of IBMs Rational Application Developer (RAD) that are built with WebSphere Application Server (WAS)
84 months experience with COBOL programming and MVS JCL in an IBM Mainframe Environment
84 months experience with IBM DB2 working with complex
database structures12 months experience with IDMS in a mainframe environment
84 months experience with IBM MQSeries
84 months experience with TSO in a mainframe environment
24 months of integration experience and Analysis of PeopleSoft based Statewide Financial Systems
84 months of experience writing technical design specification documents for multifaceted component-based systems
