Job Summary

Under the direction of the Operations Manager the principle duties of Supervisor of Plant Operations and Maintenance are planning control and supervision of maintenance work and operation of all base building systems as well as interior and exterior building components at The Forensic Services and Coroners Complex (FSCC). 

He/she ensures the continuity of all services through availability of redundant equipment and the staff and the contractors that provide maintenance and repair service to the physical plant and buildings elements.

He/she will play a key role in the development of preventive maintenance routines frequencies and schedules ensures the efficient utilization of manpower supplies utilities and equipment in a cost-effective manner while providing quality service delivery to the client.

He/she conducts staff hiring promotion demotion and disciplinary process and ensures new staff is trained properly.

He/she will direct external contractors for a variety of repairs and maintenance projects as well as assists in development and control of departmental annual budget and assessing all conditions and modifications to the plant equipment and buildings to identify life cycle capital projects. 

He/she will be a growth-oriented individual who will be groomed for additional responsibilities which may involve relocation.

General Duties 60%

Provides leadership and clear business direction to unionized staff to ensure timely completion of preventive maintenance and repair work orders.

Provides procedural direction and problem-solving guidance to unionized staff.

Ensures consistent administration of work rules policies and procedures and provisions of collective agreement.

Conducts counseling and disciplinary sessions with his reporting staff in accordance with the HR policies.

Plans controls and supervises the implementation of preventive maintenance program and daily repairs to meet the facilities needs and requirements.

Plans schedules and estimates labour material equipment and downtime to complete maintenance and repair work.

Manages BAS system and is responsible for the efficient and safe operation of all equipment in the building including chillers cooling towers hot water boilers steam boilers emergency diesel generator and their auxiliary and ancillary equipment.

Organizes and maintains technical information regulatory compliance records licensing and certification of all elements of HVAC system life safety systems electrical system emergency power system elevators structural reviews roofs soils painting etc.

Ensures all work is conducted in a manner that meets established departmental and government regulations

Acts as a contact with different client groups on issues relating to the plant operation and maintenance.

Manages the maintenance management software.

Supervises stores inventory and maintain proper level of spare parts to minimize the down time or unavailability of space and/or equipment.

Quality Management 20%

Maintains records and information pertinent to the operation and maintenance of the facility.

Assists in preparing accurate periodic reports for submission to the client.

Provide technical assistance and advice as directed by the manager.

Adheres to the departments established policies procedures regulations objectives quality assurance and safety guidelines.

Ensures that due diligence is exercised in the use of equipment and supplies.

Enforces observation of guidelines rules and regulations of health and safety as well as infection control appropriate to the area of work by his subordinates.

Enforces strict adherence to the lock out /tag out policy by his subordinates.

Researches specifications drawings and O & M manuals to direct tradesmen for doing the work right the first time when performing a task.

Meets with sales representatives in the selection of parts and equipment.

Meets regularly with client groups management to ensure service quality is satisfactory.

Follows corporate policies and procedures.

Responsibilities 15 %

 Participates in educational programs and in-service trainings.

Attends meetings as required.

Participates in weekly staff meetings.

Is expected to carry a cell phone and be available after regular working hours and being on-call.

Provides verbal and written reports as requested.

Completes assigned tasks in a professional manner.

 Ensures the assigned tasks are completed and work orders are closed within the time frame given in response time policy.

Ensures the work status is communicated with the client groups within the time frame given in response time policy.

Adheres to the occupational health and safety acts and other legislative enactment.

Represent Carillion Services in with a positive and professional attitude.

Other Duties 5 %

 Perform other duties consistent with the job classification as required and as assigned by the manager.

 May be asked to participate in functions such as bids and tours.


Qualifications :

Mandatory: Minimum of Community College (CET equivalent)

Preferred: University Engineering Degree

Provincial or other vocational / professional certification or degree:

Valid Ontario second class stationary engineers certificate or Building operator certificate or trade license (Millwright Electrician Plumber or Steam fitter) or equivalent.

This position requires strong mechanical and HVAC background Ability to read mechanical electrical and control drawings; knowledge of building automation system life safety system electrical systems and HVAC including boiler chiller cooling tower pumps motors heat exchanger AHU etc.

Experience:

5-10 years of leadership position in the facilities management field
