BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics Cluster enables global regional and local actors to meet humanitarian needs. Before crises the cluster works with the stakeholders in high risk countries and regions to strengthening national supply chain resiliency enhancing coordination and promoting a common methodology towards logistics preparedness among the humanitarian crises where these capacities have been exceeded leadership coordination information and operational services are provided. WFP as the lead agency hosts the Global Logistics Cluster (GLC) support team in its headquarters in Rome. It is comprised of a diverse multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters.
The GLC support team facilitates the process of convening the cluster community supports the development of the strategy including a strong preparedness component and its implementation in accordance with identified objectives and priorities. The support team is accountable to the Logistics Cluster stakeholders and reports on the progress made against the strategy twice a year during the Logistics Cluster Global Meetings. The GLC support team also provides training guidance support and logistics surge capacity to the active cluster operations reinforcing the capacity on staff on the ground.
The incumbent contributes to the implementation of the GLC Work-plan and Logistics Cluster Strategy to ensure that Logistics Cluster operations at field level meet the expectations of partners and donors for logistics and preparedness support through coordination information management and service provision. This position is has an additional focus on reporting and data analysis gathering compilation.
The incumbent must be willing to deploy on short notice and for durations of up to 3 months within a humanitairan response context with potentially challenging living and working conditions.
Reporting Line:
The Senior Information Management Officer reports to the Logistics Cluster Head of Information Management.
ACCOUNTABILITIES/RESPONSIBILITIES:
the monitoring and reporting responsibilities of the GLC by maintenance and development of new tools and improvement of existing procedures in order to maintain the highest degree of transparency and accountability to the field operations in close coordination with the GLC Operations support: Logistics Cluster Field Officers are informed of information management tools communication materials and systems made available by the mentors trains and otherwise supports Field Logistics Cluster Information Management Officers in the fulfilment of their duties and in their professional development ensuring inter alia that staff have an up to date understanding of the cluster approach tools and mandate undertake field missions and trainings when required.
with the relevant Desk Officer provide advice and support on the preparation of Concept of Operations Standard Operating Procedures (SOPs) CSP/LEO Narratives & Budgets ensuring they are regularly revised/updated as advice and support on drafting of funding Proposals for Emergency Operations including Advanced Financing proposals CERF ECHO DFID & advice and support on drafting of internal external and donor that accurate consistent information concerning all Global Logistics Cluster operations is entered into current standardized templates and posted on the Logistics Cluster documents and provide constructive feedback to Logistics Cluster field personnel who produce Logistics Cluster products/ and maintain links with other GLC partners working towards common logistics preparedness goals as a means to build and maintain technical and response Capacity: as a Logistics Cluster Field IM Officer as required and be capable of fulfilling all duties specified in the Field IM Officer to emergencies as first surge and set up the Information Management structure for the the lead for drafting of Funding Proposals including Flash Appeal CERF ECHO DFID & to the Humanitarian Needs Assessment Humanitarian Response Plan and other interagency key the publication of accurate consistent information concerning Logistics Cluster operations through focused communications materials and in standardized and/or ad-hocreports upon request from partners and WFP information on the overall logistics situation in crisis areas including comprehensive data on logistics procedures and bottlenecks from the various Logistics Cluster participants and national authorities and support emergency response operations with the drafting of lessons learned mission reports as with Logistics Cluster participants other cluster members and national counterparts to gather information for the production of IM products ensuring that challenges and concerns relating to the logistics operation are and maintain internal and external information sharing mechanisms and systems; assessment formats central file store operations archive reporting relevant meetings; represent the Logistics Cluster when all publications are in line with GLC standards and Logistics Cluster Activities: on projects prioritized in the GLC work-plan to facilitate and support the continued development of the Logistics or contribute to the data gathering and analysis methodologies required for reporting in order to maintain the highest degree of transparency and accountability to the and maintain internal and external data gathering compilation analysis and sharing mechanisms and systems; documentation formats assessment formats central file store operations archive reporting systems. And develop and draft appropriate guidelines and procedures to ensure consistent use of data gathering guidance in the development of new data gathering and analysis tools and methodologies and support the improvement of existing that accurate consistent information concerning all Global Logistics Cluster operations is made available via the Logistics Cluster platforms through focused communications materials and in standardized and/or ad-hoc reports upon request from partners and WFP and assess the sensitivity of information obtained; Respect the confidential nature of sources of information where to the development of GLC IM training modules and deliver trainings as any other duties as required

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Political Science International Development Development Economics International Relations Law Communications or other relevant field or First University degree with additional years of related work experience and/or trainings/courses.
Experience: A minimum of four years of professional experience including: working in an international context extensive experience in reporting and data analysis is a requirement. Responsibility in information management reporting roles as well as experience with reporting/tracking systems is required. Experience in humanitarian emergency settings is a plus Exposure to the IASC cluster system and especially Logistics Cluster is a plus.
Knowledge & Skills:
Ability to meet tight deadlines and work under pressure with minimum supervision and as part of a team; good communication skills; excellent written and analytical skills; good research and analytical skills; ability to work independently while asking questions and seeking support in a fast-paced work environment. Proficient in MS Office package particularly in Microsoft Excel and PowerPoint. Demonstrated ability in data acquisition and knowledge of Access or other database tools is a great advantage. Experience with HTML is also a plus. Demonstrated ability in acquiring wrangling structuring manipulating and visualizing unstructured and structured data with BI platforms like Power BI is a distinct advantage. Good knowledge of Tableau is a requirement
Ability and willingness to deploy on short notice to areas with potentially challenging environments for durations up to maximum 3 months is a strict requirement.
Languages: Professional fluency in spoken and written English is required fluency in french is desired fluency in other UN languages or Portuguese is a plus.
