BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP as the lead agency of the Logistics Cluster maintains a Global Logistics Cluster (GLC) support based in the Logistics Division of WFP HQ in Rome. It is comprised of a diverse multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co- ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the general supervision and guidance of the Logistics Clusters Head of Project support and in full coordination with concerned Managers within SCDLC the Project support Officer will be responsible
for the following key duties:
1.
Participate in the development and implementation of plans policies and procedures forbudget and programming activities (including PSA Management Plan Project budget extrabudgetary ensuring that objectives are achieved in compliance with corporate and functionalstrategies.

Contribute to the development of the delivery of financial controls and insight into SCDLCperformance undertaking periodic risk and internal control assessments to identify areaswhich may present potential audit compliance or financial risks;
3.
Support establishing priorities for utilization of resources; analyses trends in budgets andexpenditures; bring to the attention of the Global Cluster Coordinator any potential problemsthat warrant further review. Analyse data and propose well-researched ideas to senior officersfor improvement to systems techniques tools processes and procedures to better monitorand manage budgets and funds;

Monitor expenditures against SCDLC budgets and allotments; ensure that budget proposalsdata schedules and staffing tables/standard staff costs are in accordance with guidelines andprocedures;
5.
Maintain financial records for SCDLC in monitoring budget implementation and in closecollaboration with the SCDLC Coordinator/Deputy Coordinator request reallocations of funds;
6.
Issue regular and ad hoc financial reports to the SCDLC Coordinator/Deputy Coordinator andensure they are kept aware of the current financial situation of both the GLCSC and LogisticsCluster Field Operations;
7.
Create SCDLC contribution proposals and the financial elements of donor reports as requiredby the current SCDLC work-plan;
8.
Perform cost recovery to the SCDLC from WFP field operations and other organizations;
9.
Support the Log Cluster Coordinator with Financial management of the Logistic Cluster CPBActivities when required;
10.
Be the Finance focal point for SCDLC between SCDLC and WFP Donor Relations ProgrammingBudget and Finance offices;
11.
Represent SCDLC at internal meetings external meetings and events with other financialinstitutions or other partners and entities as required
12.
Facilitate the Logistics Cluster capacity strengthening/building activities related to the Fundmanagement of the Logistics Cluster operations for the internal and external events. Buildcapacity of WFP staff in budgeting fund management and operational planning throughpreparing and delivery training coaching guidelines and manuals;
13.
Other as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Fully implemented requested financial and funds management technical tasks while ensuring continuous correct application of financial rules and regulations on transparency and financial accountability. Delivered timely and correct reporting to the Global Logistics Clusters management colleagues and stakeholders. Additionally ensured that Logistics Cluster field operations are supported with correct and timely resource analysis and advised on resource management matters.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in business administration or in finance.
Experience:
Minimum of 3 years of work experience in budget and/or finance.
Knowledge & Skills:
Excellent research analytical and mathematical analysis skills; ability to meet deadlines and work under pressure as part of a team; experience using Microsoft Excel financial software and sound knowledge in Microsoft Windows
Languages:
Fluency in spoken and written English and Intermediate knowledge of a second UN language is required
