Job Summary
Job Title: Business analyst (healthcare domain)
Location: Austin TX - Hybrid- Local candidates Only
We are currently seeking candidates who meet the following qualification
Lead and contribute to large-scale digital transformation initiatives identifying innovation opportunities and designing future-state business capabilities aligned with organizational strategy
Conduct end-to-end Business Process Reengineering (BPR) analyzing current processes identifying inefficiencies and implementing optimized future-state workflows
Develop and maintain business architecture artifacts including BPMN process models UML diagrams capability models value streams and organizational models
Collaborate with executive leadership business units IT teams and external partners to gather analyze and validate complex business requirements
Translate business needs into detailed functional and technical specifications to guide development teams
Act as a liaison between business stakeholders and technical teams ensuring alignment of business goals and technical solutions
Perform cost/benefit analysis ROI analysis risk assessments and buy vs build evaluations
Analyze and evaluate current business systems processes and user needs to recommend strategic improvements
Support change management initiatives and ensure successful adoption of new processes and systems
Drive measurable improvements in operational efficiency service delivery and customer satisfaction
Utilize enterprise architecture frameworks such as TOGAF for aligning business and IT strategies
Apply MITA (Medicaid Information Technology Architecture) framework in system analysis design and implementation including experience with MITA State Self-Assessments (SS-A)
Demonstrate strong expertise in business modeling tools and methodologies including BPMN UML and ArchiMate
Facilitate workshops stakeholder meetings and requirement sessions with both technical and non-technical audiences
Exhibit strong analytical problem-solving and critical thinking skills to address complex business challenges
Provide clear and effective communication documentation and presentations across all organizational levels
Work closely with cross-functional teams to support Agile and SAFe-based delivery environments
Ensure alignment of business processes with enterprise architecture and digital strategy goals
Demonstrate strong negotiation facilitation and conflict resolution skills
Work effectively with both technical and non-technical teams on complex initiatives
Bachelor s degree in Business Administration Information Technology Computer Science or related field (Master s preferred)
Extensive experience as a Business Analyst or Business Data Analyst in enterprise-level environments
Proven experience leading or contributing to large-scale digital transformation and BPR initiatives
Deep expertise in MITA framework and its practical implementation in complex systems
Strong knowledge of enterprise architecture frameworks such as TOGAF
Exceptional business modeling skills using BPMN UML ArchiMate
Strong experience in requirements elicitation documentation and validation
Excellent communication stakeholder management and presentation skills
Demonstrated ability to improve operational efficiency and service delivery
Experience working in government or public sector environments
Certifications such as CBAP TOGAF BPMN or Lean Six Sigma (Green/Black Belt)
Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies
Hands-on experience with Texas Health and Human Services (HHS) systems such as Medicaid SNAP TANF or CHIP
