BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Resilience strengthening features prominently in WFPs strategic plan (2026-2029) approved in 2025. Furthermore in 2024 updated climate change and resilience policies were approved by WFPs Executive Board. These were accompanied by costed implementation plans (CIPs) 2025-2029 across four enablers: partnerships; data research and evidence; financing; and workforce.
In 2026 a priority of the Climate and Resilience Service (PRGR) is to finalize and roll out evidence-informed guidance aimed at enhancing the resilience outcomes of programmes including as part of the workforce enabler of the CIPs. Within PRGR the Policy Guidance and Learning team leads on the workstream to deliver on CIPs workforce enabler and supports other teams to contribute to other enablers. Specifically the Policy Guidance and Learning team is responsible for:
WFPs Resilience Programme Guidance - including on targeting and evidence-informed design - in partnership with the Food Security and Nutrition Analysis Service (PRGF) and others in GHQ;
organizational workforce capacity on climate and resilience including developing learning resources and material based on the programme guidance. It also includes supporting the integrated programming module prepared by the Staffing Coordination and Capacity Service (POS). Learning materials and experiences need to be fit-for-purpose across the broad range of WFP country office steams;
how PRGR manages information and knowledge in collaboration with the Programme Division (PRG) front office. Specifically developing rolling out and ongoing management of knowledge management solutions such as a partnership repository a briefing repository and programme resources library.
The Senior Programme Advisor is part of the Policy Guidance and Learning team working under the direction of the Chief.
In collaboration with regionally outposted PRGR counterparts the Senior Programme Advisor provides technical expertise to support the roll out of the climate and resilience policies. The Senior Programme advisor is a senior-level resilience specialist technical advisor and capacity builder.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. GUIDANCE DEVELOPMENT: Oversee the development of WFPs Resilience Programme Guidance including collaborating with PRGF PRG front office and other GHQ that each guidance note is informed by evidence reflect good practice and are practically oriented and fit-for-purpose.
2. CAPACITY DEVELOPMENT AND LEARNING: Oversee the development and delivery of learning materials. Specifically (a) Oversee the development of learning resources for the Resilience Programme Guidance. Ensure that the materials reflect adult learning principles such as Blooms taxonomy. (b) Develop the content for e-learning materials for inclusion in WeLearn.(c)Work with POS to finalize pilot and update the integrated programming workshop materials and other PLJ materials. (d) Contribute content to platforms such as the climate and resilience programme guidance manual learning hub and community of practice.
3. PEOPLE MANAGEMENT: manage a small team focusing on policy learning and knowledge management to advance an evidence informed climate and resilience agenda. This includes providing clarity on performance expectations giving frequent feedback guidaing workplanningand holding team members accountable for delivering results.
4. TECHNICAL LEADERSHIP: Provide overall technical leadership and strategic direction to support the roll out of the climate and resilience policies. More specifically work with PRGF and team leaders to develop a targeting guidance for resilience and climate as well as other trainingmodules to support the policies roll out; develop and put in place knowledge management tools for climate and resilience including creating a community of practice and make relevant information readily available to staff; manage the donor reporting for relevant initiatives.
5. KNOWLEDGE MANAGEMENT: Oversee the development of knowledge management solutions related to the roll out of the CIP such as the partnership repository and guidance and learning Sharepoint library.
6. PARTNERSHIPS and COLLABORATION: Strengthen internal partnerships specifically with the PRG front office (on KM and programme quality) POS (on learning) PRGF (on targeting)and GPI (on localization).
7. GENDER AND INCLUSION: Incorporate gender and inclusion perspectives in all areas of this work to ensure meaningful participation of women and men and the empowerment of women and youth and other marginalized groups. This includes ensuring that guidance resources tools and communications materials appropriately reflect gender and inclusion considerations.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
An advanced university degree in a field relevant to resilience food security or livelihoods. Formal training in adult education and training is highly desirable.
Experience:
At least 12 years of international experience on similar initiatives on resilience or food security.
Knowledge & Skills:
Deep technical understanding and experience in WFPs climate change resilience and/or Zero Hunger agendas. A strong understanding of WFPs climate action and resilience programming in particular in integrated resilience programming. Experience in designing implementing and/or reviewing integrated resilience programmes and preparing high quality theories of change.
Extensive knowledge expertise and experience in programming to advance the empowerment of women girls and marginalized people to realize Outcome 1 of the resilience policy.
Proven ability to critically analyze contribute to and influence policies relating to WFPs Zero Hunger agenda from a climate change and resilience perspective. Experience in positioning resilience in policy spaces through clear persuasive messaging.
A proven track record in driving processes to develop programmatic guidance resources and tools that are practical evidence-informed and strongly owned by the intended users. Familiarity of WFPs programme guidance manual (PGM) platform is an advantage. Sound understanding of how to use evidence to create evidence-informed programme guidance is a must.
Extensive experience in developing learning resources and capacity building plans based on adult learning principles (e.g. Blooms taxonomy).
Advanced skills and experience as a workshop facilitator trainer and speaker (in-person and virtual). This includes preparing for and convening multi-day multi-stakeholder workshops with both internal and external stakeholders speaking at external-facing events on behalf of WFP and delivering technical training for regional and CO teams.
Extensive experience in effectively chairing or coordinating reference groups and working groups. Ability to form strong working relationships and a collaborative work culture while working remotely with colleagues especially with colleagues in regional and country offices.
Excellent skills in preparing complex and precise written products for policies strategies guidance donor reports briefs talking points fact sheets and funding proposals.
Ability to work effectively both in person and remotely. Ability to working on online collaborative work spaces e.g. Microsoft Teams Sharepoint etc. Proficiency in producing budgets (with formulae) in Excel is a must. Familiarity with Microsoft Power Automate is desirable.
Languages: Fluency in English
Intermediate knowledge (level B) of a second official UN language is desirable: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese
