Scope/ Background:
ADS is seeking one or more contractors to provide IT professional services. The background explains that Vermont needs outside IT resources to support development and implementation of MESP initiatives including IE&E MMIS and HIT/HIE because the State lacks sufficient internal resources. The proposal must also include a transition plan to reduce disruption from contractor attrition or vendor transition.
Project Overview:
The project is a staff augmentation / professional services engagement to support continuation of DVHAs modernization efforts. The State expects skilled IT resources to support Medicaid and related benefit system initiatives using project management best practices and the work is expected to be time-and-materials based.
Type of Project:
IT temporary staffing / IT staff augmentation/open-ended master agreement for professional technical services.
Project Coordinator:
The State follows the EPMO project hybrid lifecycle. The lifecycle leverages Agile principles and practices particularly during the implementation phase. ADS Project Manager will complete the activities recognized in the EPMO project lifecycle (Project Process Enterprise Project Management Office and will produce project deliverables according to same and as directed by the State using Azure DevOps the EPMOs project portfolio management (PPM) tool and Microsoft Office products in v2013 or newer (Word Excel Project Visio etc.) and Adobe PDF or other formats as acceptable to the State. Approach to Deliverables and Services Produced As a part of the project management duties the ADS Project coordinator will attend informational and status meetings and when appropriate call and lead such meetings. Such meetings may include the Project Management Team the Contract Administrator other consultants elected officials and other stakeholders as designated by the State. The ADS Project Coordinator shall work to support the State Portfolio and/or Project Manager(s) to define manage and control the project scope timeline issue escalation and resolution processes. ADS Project Coordinator shall support the timely delivery of written status reports on a weekly basis generated from the EPMOs PPM tool. All data related to projects will be updated in the EPMOs project portfolio management tool. Data will consist of project details collected during the project intake process including project description project team members and roles estimated project costs and project addition Project Coordinator will support Project Manager(s) entering data to support schedule management and status reporting including resource assignments risk issues change requests and overall status related to scope quality and costs in the project portfolio management tool. Data will be updated in the project portfolio management tool on a weekly basis to align with project status reporting. Project Managers and Project.
Coordinators will also assist the Program/Portfolio Manager by entering data in the project portfolio management tool to support resource management and cost management processes. Status information shall include at a minimum: all planned tasks accomplished planned tasks that are incomplete or behind schedule in the previous week (with reasons given for those behind schedule); all tasks planned for the upcoming two weeks; an updated status of tasks (entered into the project plan and attached to the status report e.g. percent completed resources assigned to tasks etc.); and the status of any corrective actions undertaken. The report will also contain items such as the current status of the projects technical progress and contractual obligations; achievements to date; risk management activities; unresolved issues; requirements to resolve unresolved issues; action items; problems; installation and maintenance results; and significant changes to the solution providing vendors organization or method of operation to the project management team or to the deliverable schedule where applicable. Status reports will be generated from the EPMOs project portfolio management addition ADS Project Coordinators will support Project Manager(s) who will create and routinely update the project plan / product roadmap / sprint plan(s) if any to reflect changes in the nature and timing of project activities all changes being subject to the State Program/Portfolio and/or Project Managers approval.
