Tallaght University Hospital (TUH) is a model 4 voluntary academic teaching hospital partnered with Trinity College and situated in southwest Dublin. With a staff of over 4000 people from 70 differentcountries it provides both acute and tertiary care to an increasing population of circa 800000 people and is a provider of local regional and national specialties. It is also a National Urology Centre the second largest provider of dialysis services in the country Pelvic and Acetabulum National Centre and a designated Trauma Unit.

The Hospital is part of the newly established HSE Dublin & Midlands Region which serves a population of over 1.2 million across seven counties and operates under the governance of an independent Board of Directors who give their time on a voluntary basis. overview of role:
Key Duties and Responsibilities
The person chosen will:
  • Maintain throughout the Hospital awareness of the primacy of the patient in relation to all Hospital activities.
  • Demonstrate behaviour consistent with the values of the Hospital.
  • Report to the Deputy Chief Executive Officer
  • Manage the Research Office:
    • Work with the Deputy CEO to support the implementation of the Hospitals research and innovation strategy (2024-2029) including the ongoing development of the Research Office and growth of the Clinical Research Facility (CRF).
    • Manage a small team of research staff including the Clinical Trails Administration Assistant Clinical Trials and Studies Contracts Officer CRF Nurse Manager and European Reference Network (ERN) Data Managers.
    • Manage the clinical trial and clinical Research studies and Researcher Repositories for TUH.
    • Report on activities to the Research Governance Committee CRF operations Committees and Research and Innovation Sub Committee of the Hospital Board
    • Link with the Head of Innovation and continue the amalgamation of the Research and innovation Departments into one and the growth of the Departments
    • Offer training support advice to Research Staff within TUH ICH-GCP statistics study design applying for ethics approval etc.
    • Present an overview of the Research Office at Corporate Induction on a monthly basis
    • Attend and prepare the agenda for the CRF operations groups meetings.
    • Attend prepare reports and present at the research and innovation sub committee of the Board
    • Complete and maintain PPPGs
    • Oversee all governance activities of all research activities within TUH
    • Be available for and support research staff when dealing with issues including research capacity space etc.
    • Oversee Human Resources for research staff ie. Garda Vetting induction research registration for all research staff not employed by TUH but needing access to TUH.
    • Manage develop and maintain the electronic Research and Ethics online portal Infonetica
    • Work with the Head of Innovation to manage the governance of the POCC innovation fund
  • Manage the SJH/TUH Joint Research Ethics Committee Secretariat:
    • The main role of the SJH/TUH Joint Research Ethics Committee is to maintain patient safety at all times
    • Form a good working relationship with the Chair of the Ethics Committee
    • Support the Research Ethics Committee
    • Review Research Proposals to the SJH/TUH Joint Research Ethics CommitteePerform all administrative duties of the Research Ethics Committee and Secretariat
    • Communicate with Researchers regarding their submissions and prepare them for review by the Chair and/or Committee
    • Review the Secretariats processes and amend as necessary to meet the needs of TUH and SJH Researchers
    • Report on Activities at TUH and SJH Governance meetingsMeet timelines for reviews and approval of studies
    • Review applications for research ethics approval for ethical issues including data protection issues
    • Prepare the Annual Report for the Department of Health the CEO Directorate and TUH
    • Liaise with the Department of Health and attend meeting as required
    • Collect interpret and present data and information on the Departments activities staffing and expenditure
    • Promote and communicate activities of the Research Ethics Committee
    • Ensure the Research Ethics Committee meets the required national and internal standards
    • Liaise with TUH finance providing them with details for invoicing applicants. Track payments and accounts. Prepare reports on accounts where applicable
    • Further develop the SJH/TUH Joint Research Ethics Committee. Striving to improve the service we offer
  • In conjunction with Hospital DPO:
    • Review Data Protection Impact Assessments (DPIAs)
    • Review Patient Information Leaflets and Consent Forms
    • Review Technical and Organisational Measures (TOMs)
    • Ensure TUH research studies meet all their Research Data Protection legal requirements
    • Ensure all TUH Researchers meet all their Research Data Protection legal requirements
    • Manage a repository of all DPIAs
    • Review Data Protection Agreements Standard Contractual Clauses etc as required for each research study or clinical trial
    • Assist the Innovation department with Data Protection review for studies in a sandbox.
  • Clinical Research Facility
    • Assist the Deputy CEO and CRF Director with the phased establishment of this facility
    • Liaise with other departments such as Estates and ICT to establish the Infrastructure in the CRF.
    • Management of the Clinical Trials Administration Assistant role
    • Management of the CRF Clinical Nurse Manager
    • Liaise with the medical teams who will apply to use the CRF for their trials and studies
    • Implement governance procedures to ensure oversight of clinical trials in TUH
    • Ensure collaboration between the Research Office CRF Pharmacy Radiology the Meath lab and other departments as required
    • Liaise with TCD regarding the development of the CRF.

Management of Clinical Trial and Study Agreement Sign off
  • Manage the duties of the Clinical Trials and Studies Contracts Officer ensure the sign off of Clinical Trials reflect current legislation and legal requirements.
  • In conjunction with Hospital DPO review Data Protection Agreements and DPIAs and other data protection requirements such as SCCs before agreement sign off

2. MISCELLANEOUS

The person chosen will:

2.1 Be responsible for liaising with the finance department in relation to receiving fees due accounting for fees and reporting on them. Invoice and track payments for applications clinical trial budgets contract review fee etc.
2.5 Carry out all other relevant duties as may be assigned from time to time by the Chair/Committee Members and Deputy Chief Executive Officer
2.7 Liaise with personnel within TUH and with organisations outside the Hospital in particular the HSE Research and Development Office all Ireland Research Ethics Committees the National Research Ethics Committee the Health Research consent Declaration Committee and St Jamess Hospital Research and Innovation Office

Qualifications & Experience required
Must Have:
  • Have a Third level Qualification
  • Have Data Protection Training
  • Have a minimum of 4 years experience at least one of which includes Medical/Hospital/Legal/Pharmaceutical/Scientific experience
And
  • 2 years experience in Research Management and Research Ethics Management.
And
  • 3 years Supervisory / Management experience
  • knowledge and understanding of Medical terminology as well as the most up to-date Clinical Trial Regulation Medical Device Regulation Data Protection legislation including the Health Research Regulations
  • Practical experience of use of IT systems / packages including Microsoft Office and other related packages aptitude for computing essential

It is desirable that candidates would have:
  • Previous experience in clinical research related work
  • Have experience reviewing negotiating and handling Clinical Trial Agreements
  • Have experience working in a Clinical Research Facility either as a Researcher or Administrator
  • ICH-GCP training and be trained to provide ICH-GCP Training
  • Previous experience managing the establishment of a Clinical Research Facility

Reward & Recognition
  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales grade code 0655; 82258 x 7 incremental points to 99213
  • The appointment is a Specified Purpose Whole time Pensionable.
  • The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year
  • Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement
