The Infrastructure Digital & Technology Manager leads the planning implementation and governance of digital and technology solutions across infrastructure projects ensuring efficient secure and data-driven project delivery. The role supports site IT operations construction technologies and digital transformation initiatives and reports to HR the Managing Director and IT Heads in Madrid for strategic and operational alignment.

Job Description

Key Responsibilities

1. Digital Strategy & Implementation

  • Develop and execute technology strategies aligned with infrastructure project goals.

  • Drive digital transformation across all phases of infrastructure construction from planning to maintenance.

2. Construction Technology Oversight

  • Lead the adoption and integration of infrastructure-specific technologies including:

    • Building Information Modeling (BIM for infrastructure)

    • Geographic Information Systems (GIS)

    • Drones and photogrammetry for site mapping

    • GPS-based machine control for heavy equipment

  • Manage the implementation of project management platforms (e.g. Aconex Primavera P6).

3. Data and Systems Management

  • Oversee data collection storage and reporting systems related to site progress quality safety and logistics.

  • Ensure real-time data access and visualization tools are available for stakeholders.

  • Maintain project documentation systems digital as-builts and asset management databases.

4. Site IT Infrastructure & Connectivity

  • Establish and maintain IT infrastructure at remote or large-scale job sites.

  • Ensure network reliability and data connectivity across all field and satellite offices.

  • Implement mobile and cloud-based systems for onsite personnel.

5. Process Automation & Efficiency

  • Identify repetitive manual processes (e.g. reporting procurement material tracking) and implement automation solutions.

  • Integrate construction scheduling cost tracking and QA/QC systems to streamline operations.

6. Training & User Support

  • Conduct technical training for engineers field staff and project managers on digital tools and platforms.

  • Serve as the primary point of contact for technical issues and coordinate with third-party IT support when needed.

7. Cybersecurity & Compliance

  • Ensure all technology systems adhere to applicable data protection regulations including the Philippine Data Privacy Act.

  • Implement cybersecurity measures to protect sensitive infrastructure project data.

  • Coordinate with and report to the Cybersecurity Director and IT Heads in Madrid to ensure strategic alignment across the SEA region.

8. Technology Vendor Management

  • Evaluate select and manage software hardware and telecommunications vendors.

  • Negotiate contracts and service agreements to ensure quality performance and cost efficiency.

9. Coordination with Project Stakeholders

  • Collaborate with design teams government agencies (e.g. DPWH LGUs) and contractors to support digital compliance and reporting.

  • Support environmental traffic and social impact monitoring through digital tools and reporting platforms.

10. Innovation & Research

  • Continuously evaluate emerging infrastructure technologies such as AI-based predictive maintenance smart sensors and digital twins.

  • Recommend and manage pilot projects to test and deploy innovative solutions at scale.

Required Skills and Competencies

Education

  • Bachelors degree in Information Technology Computer Engineering Business Management or a related field.
  • Masters degree in Engineering IT Management or Digital Transformation is an advantage.

Experience

  • Minimum 812 years of experience in IT digital transformation or construction technology with significant exposure to infrastructure or large-scale construction projects.
  • Proven experience implementing BIM GIS project management platforms and site IT infrastructure.
  • Experience working with multinational teams and reporting to regional or global headquarters is highly preferred.

Technical Skills

  • Strong knowledge of construction and infrastructure technologies (BIM GIS drones IoT asset management systems).
  • Experience with project management and scheduling systems (e.g. Aconex Primavera P6).
  • Solid understanding of IT infrastructure networking cloud platforms and cybersecurity principles.
  • Familiarity with data privacy and compliance frameworks including the Philippine Data Privacy Act.

Leadership & Soft Skills

  • Strong stakeholder management and cross-functional coordination skills.
  • Ability to translate technical concepts into business and operational value.
  • Excellent communication skills with experience working across cultures and time zones.
  • Proactive solutions-oriented and capable of operating in fast-paced site-based environments.
