Job Summary

Summary Statement

The Delaware Police Accreditation Commission (DPAC) Administrator reviews and examines theadministrative operations systems and programs for Delaware police agenciesand its police officers. The DPAC Administrator ensures that agenciespolicies procedures and methods comply with the Delaware Police Officer Standards and Training Commision (POST) DPAC and CALEA Rules andRegulations and accreditation DPAC Administrator is responsible for thecoordination of revisions updating and publication of the standard operatingprocedures accreditation standards and documentation. The DPAC Administrator also functions as the Records Officer for DPAC and liaisonto Delaware Public Archives. Thisposition performs analytical and administrative work with emphasis on planningand coordinating accreditation activities and preparing professional writtendocumentation among all Delaware police agencies. The Administrator alsoperforms related work as required.

This positionoperates independently; however it falls under the direction of the PoliceOfficer Standards and Training Commission (POST) under the Delaware Departmentof Safety and Homeland Security (DSHS).The DPAC Administrator falls directly under the direction of theExecutive Director. This is a position for someone with management leveldecision making experience.

Essential Functions

Essential functions are fundamental core functions commonto all positions in the class series and are not intended to be an exhaustivelist of all job duties for any one position in the class. Since classspecifications are descriptive and not restrictive incumbents can complete jobduties of similar kinds not specifically listed here.

The DPACAdministrator travels throughout the state inspecting all police determine the degree of compliance with policies plans laws andregulations; determine the most economical use of resources; determines ways toimprove existing practices and how current information is being complied; andcoordinates activities through the Executive Director and police chiefs. Inspections include facility managementfiles reports and record keeping. Oncean inspection is completed the DPAC Administrator completes reports whichdetail the above findings. Correctiveaction is also recommended. Thisposition reviews DPAC and CALEA standards: decides what standards areapplicable to the police agency assigns these standards to the appropriatesection and tracks each standard. They handle all demands and responsibilitiesof DPAC/CALEA as well as prepare coordinate and oversee the entire DPACaccreditation process. The DPAC Administrator is also responsible for allaspects and functions of the accreditation electronic record system withPOWERDMS/ACCRED.

Applicants must demonstrate education training experienceand competence in each of the following areas:

  1. Possession of a bachelors degree or higher from an accredited university.
  2. Experience with police training and practices policies standard operating procedures and documentation
  3. Experience using a wide range of various computer programs and automated criminal justice applications/databases.
  4. Experience in determining compliance with laws rules regulations standards policies and procedures.
  5. Experience in civil criminal or administrative proceedings.
  6. Experience in providing testimony before boards commissions administrative bodies or court officials.
  7. Experience in program evaluation which includes evaluating programs and services to identify problems determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
  8. Experience in staff supervision which includes planning assigning reviewing and evaluating the work of others.
  9. Excellent knowledge ability and skills with writing organizing and oral communications.
  10. Knowledge of police practices training rules and regulations policies and standards operating procedures.
  11. Knowledge of procedures associated with agency accreditation principles and practices of modern public safety agency operations and administration.
  12. Ability to organize activities and establish required training requirements.
  13. Ability to analyze facts and exercise sound judgment and interpret information relating to public safety agencies and criminal justice processes.
  14. Ability to establish and develop effective working relationships with associates agencies private organizations and members of the public.
  15. Ability to communicate courteously and effectively both verbally and in writing and to make effective presentations before groups.
  16. Ability to analyze data draw conclusions and make reliable recommendations.
