TITLE: Associate Superintendent of Operations and Facilities
EMPLOYMENT TERMS: 1.0 FTE; 12-Month position
SALARY CLASSIFICATION: Administrative
GENERAL STATEMENT of RESPONSIBILITIES:
The Associate Superintendent of Operations and Facilities will be responsible for supporting district schools and site principals in their effort to foster an optimal educational environment for students. Administration of district support services including budget finance facilities management risk management student attendance accounting transportation services food services construction management technology and purchasing.
PRINCIPLE DUTIES:
- Develops and implements plans and procedures that ensure compliance with state and federal laws and regulations including but not limited to the USFR FLSA Arizona Administrative Code Code of Federal Regulations OSHA Arizona Revised Statutes.
- Develops and implements procedures for preparing and communicating the annual budget.
- Develops both short and long-term projections and plans in the following areas: enrollment finance capital maintenance facility maintenance and new construction.
- Provides monthly and annual financial reports/projections to the Governing Board Superintendent and other administrators.
- Ensures an annual audit is conducted and audited financial statements are provided to the Governing Board credit agencies and State & Federal regulatory agencies.
- Develops and implements procedures for the financial accounting and physical control of supplies and fixed assets.
- Provides consultation and recommendations to the Superintendent regarding policy development and implementation.
- Provides direct supervision to the Business Services Transportation Child Nutrition Technology Human Resources and Facilities Services Directors.
- Represents the Governing Board and administration in salary negotiations.
- Responsible for coordination of property and casualty insurance and legal services regarding any business-related activities of the district.
- Coordinate Activities Associated with School Elections.
- Manage residential developer relationships Administers Arizona School Facilities Board Programs and coordinates residential growth with all municipalities within the district.
- Responsible for oversight of all Grants Management.
- Performs other assignments as directed by the Superintendent.
OCCUPATIONAL CONDITION:
Low risk - Work is routinely performed in indoor environments including exposure to noise and being on your feet for extended periods of time. May require standing in inclement weather including summer heat during routine site inspections.
Physical Demands: The physical demands described here are representatives of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

- regularly required to sit talk and/or hear

- Use hands to finger handle or feel objects tools and/or controls; and reach with hands and arms on a regular basis.
- Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and the ability to adjust focus.

QUALIFICATIONS:
- MA degree in Business Administration Certified Public Accountant or B.S. degree in Business preferred.
- At least three (3) years experience in supervision of personnel.
- Experience in school finance construction fiscal and facility planning and personnel management.
- Experience as a Chief Financial Officer in a school setting preferred.
- Effective interpersonal and communication skills.
KNOWLEDGE OF:
- Excellent attention to detail.
- Strong computer skills and ability to analyze data in various applications including excel.
- Modern office technology.
