Scope of Project
The Agency of Digital Services on behalf of the Vermont Cannabis Control Board (CCB) is seeking consulting services for an Application Product Owner to support a Salesforce-based application managing cannabis licensing inventory tracking compliance and regulatory processes.
The role involves supporting application stabilization (Phase I backlog) and participating in planning and execution for Phase II (Inspections Enforcement & Compliance).
Responsibilities:
- Develop and maintain product vision roadmap and strategy aligned with business goals
- Act as primary liaison between business stakeholders and development teams
- Manage groom and prioritize backlog using Azure DevOps
- Translate business requirements into epics features and user stories
- Facilitate Agile ceremonies (daily scrums sprint planning retrospectives)
- Maintain sprint plans and release schedules
- Conduct requirements gathering sessions workshops and stakeholder interviews
- Produce business analysis deliverables (process flows requirements test scripts traceability matrices)
- Support system stabilization and backlog completion for Phase I
- Participate in planning and execution of Phase II initiatives
- Develop domain knowledge of licensing compliance and regulatory workflows
- Support RFP creation contract review and documentation management
- Work closely with ADS vendors and business teams for delivery alignment
Required/Preferred Skills:
Required Skills:
- Experience as Product Owner or Business Analyst in Agile/Scrum environment
- Strong experience in backlog management and user story creation
- Agile/Scrum methodology expertise
- Strong analytical communication and stakeholder management skills
- Experience working with cross-functional teams
Preferred Skills:
- Salesforce platform experience
- Azure DevOps and Copado knowledge
- Experience with licensing systems compliance workflows or regulatory environments
- Cannabis regulatory domain experience
Education Requirement:
- Bachelors Degree (preferred in IT Business or related field)
