Title: Labor Relation Representative
Location: San Francisco CA (4 days per week)
Schedule: M-F 08:00 17:00 PST
Duration: 6 Months with possible extension
Summary:
The Labor and Employee Relations Unit has responsibility for providing advice and consultation to managers supervisors and employees in the area of labor and employee relations including matters related to: performance management; corrective action and or discipline; contract and policy interpretation and compliance; compliance with local state and federal employment and labor laws; principles of sound personnel management; and the grievance and complaint resolution procedures. The LR Representative 3 leads local negotiations; conducts supervisory training; ensures that management interests are represented and employee rights are protected and promotes proactive management practices to reduce grievances unfair labor practice charges charges of discrimination and employment-related litigation.
Key Responsibilities:

Advises departments and human resource professionals on labor relations employment law employee relations policies and procedures performance management and potential implications on courses of action. Conducts varied analysis and research of issues or concepts and develops resulting recommendations for organization

management at all levels and other key stakeholders. Ensures that legal and regulatory requirements are met in terms of labor and employee relations to minimize exposure to liability for the campus.

Applies labor and employee relations concepts to represent the organizations objectives at the bargaining table and has authority to negotiate binding agreements with local unions utilizing an understanding of organization goals and priorities.

Represents UCSF as a participant in system-wide bargaining unfair labor practice proceedings grievances and arbitrations and has authority to commit campus to system-wide agreements.

Works to build consensus in a collaborative manner among diverse entities (for example campus management employees and union representatives).

Responsible for administering and interpreting collective bargaining agreements and University of California and UCSF specific policies.

Works in a highly collaborative manner with others across the organization external contacts of significance and members of organization management at all levels to identify areas of liability and recommend positions on sensitive labor and employee relations matters. Negotiates binding settlements with union representatives and employees; drafts agreements and monitors for compliance.

Applies labor and employee relations-specific concepts and skills to investigate formal employee and union complaints and develops recommendations on the campus course of action. .

Has advanced knowledge of labor/employment law and the principles and techniques of labor negotiations.

Demonstrates advanced knowledge of the principles of advocacy in order to represent the organization in complex and sensitive dispute forums.

Has advanced knowledge of applicable state and federal laws and court decisions regarding employment related matters.

Possesses specialized knowledge within labor relations field.

Demonstrates skills necessary to bargain and represent the organizations interests effectively.

Demonstrates ability to lead and mentor other labor relations professionals.

Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.

Demonstrates advanced knowledge of organizational policies and procedures; advanced knowledge of functional area and understands how work impacts other areas in Human Resources and the organization.
Education:

Bachelors degree in related area and/or equivalent experience/training.

Six year of experience in labor and employee relations or related field.
