Primary Purpose:

Assist in the development monitoring and reconciliation of the districts operating and bond budgets. Provide analytical and technical support to ensure accurate financial reporting and alignment with district procedures state regulations and bond program requirements. Serve as a resource to campuses and departments regarding budget processes transfers and financial procedures.

Qualifications:

Education and Certification

  • Bachelors degree from an accredited college or university in an accounting or finance-related field
  • Certified Texas School Business Specialist (CTSBS) or higher TASBO certification (preferred)

Experience

  • Two (2) years of experience in governmental or school district budgeting accounting or finance (preferred)
  • Experience with bond fund accounting and/or capital project management (preferred)
  • Public school district accounting experience (preferred)

Knowledge and Skills

  • Advanced analytical and reconciliation skills to review financial data identify discrepancies interpret results and communicate findings to non-financial stakeholders
  • Proficient ability to apply problem-solving and critical-thinking skills to support budget and financial processes
  • Advanced proficiency in Microsoft Office (Excel Word PowerPoint) and Google Workspace (Sheets Docs Slides) for data analysis and reporting
  • Proficient ability to develop and maintain financial reports spreadsheets and databases
  • Proficient organizational and multitasking skills with the ability to manage multiple priorities and meet deadlines
  • Advanced organizational interpersonal verbal and written communication skills to collaborate effectively with campus and department staff
  • Proficient ability to work collaboratively in a team environment and support cross-functional processes

Key Responsibilities:

Budget Management

  • Process review and post budget amendments and transfers in accordance with district procedures.
  • Prepare the monthly budget amendment report submitted to the Board of Trustees.
  • Reconcile campus and department budgets to ensure accuracy and appropriate fund allocation.
  • Assist campuses and departments with budget amendments transfers and budget inquiries.
  • Provide training and support to campus and department staff on annual budget development and management processes.
  • Assist in setting up and maintaining general ledger accounts for General Fund and Bond Funds in eFinance Enterprise Resource Planning (ERP).
  • Prepare and distribute annual Per Pupil and Department budget documents.
  • Assist in preparing the annual district budget including compiling analyzing and entering data.

Bond Program Support

  • Reconcile bond budgets to ensure accurate reporting and compliance with approved project budgets.
  • Process bond budget amendments and transfers as required.
  • Assist in preparing quarterly Bond Progress Reports for district leadership and the Bond Progress Committee.
  • Assist with the development and maintenance of bond cash flow projections.
  • Analyze bond project spending to monitor expenditures and support alignment with approved project scope and timelines.
  • Collaborate with Finance and Construction staff to ensure compliance with bond regulations and reporting standards.

Records and Compliance

  • Prepare and monitor monthly expenditure reports to ensure compliance with spending requirements.
  • Compile maintain and file required reports records and supporting documentation in compliance with district policies and audit requirements.
  • Ensure all records are accurate up-to-date and readily available for review.

  • Assist with position control functions as needed to align staffing with budget allocations.
  • Participate in financial analyses audits and special projects as assigned.
  • Adhere to all district policies procedures and expectations as outlined in the employee handbook and administrative regulations.
  • Follow district safety protocols and emergency procedures
  • Engage in strategic planning leadership collaboration and continuous professional growth aligned with the goals of the district and department.
  • Perform additional duties assigned to support the mission and goals of the district and department.
