BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2021 with the aim to make WFP the best possible place to workthe first WFP People Policy was approved. The new policy has set in motion key changes to ensure WFPsworkforce isengagedempowered and able to thrive.
As part of this renewed focus on people management WFPhasfurther strengthenedthe support provided to managers to ensurethe teams they lead are performing at their best.To do sothe Career Management Branch (HRMTC)within the HR division based in Rome ItalyestablishedtheCase ManagementHelpdeskthat providesexpertiseand guidancerelated to performancemanagement witha focus onprovidingpre-emptive and remedial underperformanceguidance.
This initiative presents a unique opportunityto play a key role in this supportiveapproachand be a key catalyst in transforming theguidancethat isprovided to improveindividual and teamperformance.The HR Officer/Case Management Specialist P3 will workunder the general supervision of thePerformance ManagementHeadin HRMTCandwill bea primary focal pointfor cases that are raised to the team.
Core activities will includeproviding advice and guidance to WFPcolleagues on effective performance management with a focus on preventing and addressing underperformance.The work willfrequentlyinvolve complex and sensitive cases within the organization.Additionally as WFP further strengthens its approach to performance management the incumbent will also play a key role in policy reviews and capacity development initiatives related to performance management.The role willhave a globalreach andprovidethe opportunity to interact with colleaguesfrom a wide range of functional areasand internal stakeholders.
ACCOUNTABILITIES/RESPONSIBILITIES:
MaintainCase ManagementHelpdesk
Based on best practicemaintainand adjust where necessaryStandard Operating Procedures (SOPs) for underperformance case managementwith a strong client-oriented focus. Work in this area would include case managementfor those staff completing a probationary period.
Maintainunderperformance metrics and dashboards to inform organizational progress
Ensureproper document management andinformationsharingfor effective and transparent collaboration with other interested parties
Managecommunicationsand awareness raising campaignsrelated totheworkof the Helpdesk
Address lessons learned and any issuesidentifiedfrompreviouscases to continuously improve existing processes
Provide pre-emptive and remedial underperformance guidance
Monitorstaffperformanceproactivelyidentifyunderperformanceissuesandprovide required support
In collaboration with the Performance ManagementHeadand other PM colleaguesadvisesenior management on complex performance management/probationcases.
Throughout case management processensureconsistenttimely andeffectiveserviceisprovided to clients
Review underperformance/probationrecords andotherdocumentation recommend management responses providing proposed courses of action to management or employee requests for unsatisfactory performance-related issues
Design and deliver activitiesfor colleagues globally (HR and managers)to build sustainable managerial capacity to effectively manage underperformance
Collaborateas necessarywith relevant stakeholderse.g.Legal Office HR StaffRelationsand HR Policy Teamsduring the case management process
Refreshunderperformancerelatedpoliciesand guidelines
Based on best practice consultations with relevant stakeholders and lesson learned contribute to the revision of therelevant performance management/probationpoliciesandguidelinesas necessary
Design and deliver underperformance capacity building activitiesrelated to policies and proceduresforHR colleagues managers and staff globally
Establish networkswith HR colleagues globallytofacilitatesupport provided and gather feedback
Assistwith other projects and initiatives within the team as

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in Human Resources Management Business Management Industrial/Labour Relations Law Psychologyor related field or First University degree withadditionalyears of related work experience or trainings/courses.
Experience:
At least five years ofpostgraduateprogressively responsible experience in the fields of human resources managementHRoperationsand talent management.
Experience in performance management including underperformance
Experience in dealing with complex and sensitive cases andprovidingtailored advice
Experience in a United Nations system entity is desirable
Experiencein multi-cultural teams and organizations
Knowledge and Skills:
Proven ability to deal with highly confidential and sensitive cases with tactdiscretionand empathy
Excellentwritten and oral advocacy skills as well as analytical ability to provide support to management
Proven ability to draft concise and clear documents
Demonstrated ability to effectively partner with and advise colleagues at all levels including senior managers
Proven ability toadvisea range ofrelatively complexand intricate performance-related issues with a solution-oriented approach
Action-oriented and a demonstratedcapacity to deliver high quality work and meet demandingtimeframes
Creativity and innovation skills with a view to propose/implement improvements/new ways of working
Strong analytical skills and ability to independently conduct research process information prepare reports
Ability to work effectively as part of a team and toestablishand maintain effectiverespectfuland harmonious working relations with all individuals regardless of gender national and cultural background
Languages:
Fluency in oral and written English. Intermediate knowledge of another UN official language (ideally French or Spanish)isdesirable.
