JOB SUMMARY
Manages the Human Resources function of the Facilities Division by performing key professional duties in human resources including recruitment retention discipline and investigation on behalf of and in support of the Executive Director of Facilities and Division Managers. Provides information advice or guidance and support to Facilities management and School Administration in the area of Employee Relations. Ensures the efficient utilization of all Facilities Division employees throughout the school system.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Serves as the liaison between the Facilities Division and the Office of Human Resources including Employee Relations Human Capital Management and Investigations & Compliance. Coordinates and facilitates staffing hiring interviewing placement and retention of all Facilities Division employees throughout the school system including school based custodial staff. Ensures job descriptions are current accurate and aligned with position responsibilities.
  • Provides information advice or guidance and support to Facilities management and School Administration in the area of Employee Relations and job performance. Keeps abreast of Employment Law HR issues identifying areas of concern and recommending/implementing solutions or recommending disciplinary actions including suspensions and terminations.
  • Acts as an employee advocate to ensure fair and consistent treatment within the Facilities Division.
  • Under the direction of the Director of Investigations & Compliance and Executive Director of Facilities responds to investigates reports and makes recommendations regarding the misconduct of Facilities employees as so designated.
  • Provides assistance to management in conjunction with the Employee Relations Division regarding research preparation and responses to Facilities Division employee complaints and grievances.
  • Coordinates and monitors the transitional duty program activities for all Facilities Division employees. Works closely with the Risk Management Department and the Office of Human Resources regarding workers compensation cases and employees return-to-work/fitness for duty requirements.
  • Serves as a member of the Board of Education negotiating team as assigned. Interprets and clarifies the negotiated agreement to employees and management.
  • As needed acts as school system agent to transport identified employees to a medical test facility who have reportedly engaged in behavior/conduct that is in violation of Board Policy. Ensures all protocol and procedural safeguards are followed including legal custody of test results/employee records.
  • Performs other related duties as assigned within the same classification or lower.


MINIMUM QUALIFICATIONS

Education

  • Bachelors Degree in Public Administration Human Resources Management or related field of education from a regionally accredited college or university required;
  • Or an equivalent combination of education and experience which provides the required knowledge skills and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience

  • Three (3) years relevant professional Human Resources Management experience preferably in a public sector environment comprised of a diversified and multi-unit/multi-location organization required;
  • Or an equivalent combination of education and experience which provides the required knowledge skills and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge Skills Abilities and Other Characteristics

  • Excellent oral written and interpersonal communication skills.
  • Thorough knowledge of government regulations as they relate to human resources activities.
  • Excellent organizational and analytical skills as demonstrated by previous work experience.
  • Demonstrated experience assessing the qualifications and suitability of applicants to meet school staffing needs.
  • Excellent project management skills and ability to successfully manage multiple tasks simultaneously.
  • Demonstrated excellence establishing and maintaining high customer service standards.
  • Knowledge of and experience with labor-management negotiations and/or contract administration.
  • Ability to interpret and explain provisions of the negotiated agreements organizational policy and administrative regulations to all levels of management and employees within the organization.
  • Knowledge of automated Human Resources Information System is desirable.
  • Sensitivity to private and confidential employee information and an understanding of responsibility to ensure confidentiality and security of confidential information.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing Microsoft Office Suite -Word Excel Outlook and/or PowerPoint preferred).

Licenses and Certifications
Employee must retain active licenses certifications and enrollment as a condition of employment.

  • Hold or be eligible for Professional in Human Resources (PHR) issued by HR Certification Institute (HRCI) preferred; or
  • Hold or be eligible for SHRM Certified Professional (SHRM-CP) issued by Society for Human Resource Management (SHRM) preferred.
  • Upon hire Drivers License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
  • Proof of a good driving record required.
  • Daily access to reliable transportation.

Driving Requirements

  • Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
