Job Summary:

This position leads/oversees the staff who completes complex eligibility determinations for children in Foster Care with regards to federal entitlements for the Title IV-E programs and maintains compliance with all federal state and administration addition this position reviews processes and completes federal and IV-E eligibility determinations for drawing down federal funding for the Department of Child Safety (DCS) is responsible for effective/comprehensive delivery of assigned Foster Care services and makes recommendations for new/revised operating procedures necessary to complete responsibilities and comply with new laws regulations and procedures.

Job Duties:
  • Oversees eligibility staff. Examines evaluates and approves or denies a high volume of complex eligibility determinations for children in foster care. Ensures timely and accurate determinations have been made. Requires research and analysis of information obtained from case manager records Guardian Wage Data System (CACTUS) Arizona Technical Eligibility Computer Systems (AZTECS) HEA data system courts and other sources to make accurate determinations and includes requested information via phone and email. Provides technical support/assistance to manager assigned personnel external stakeholders and internal/external agencies with regard to interpreting policies and Title IV-E/Title XIX eligibility standards.
  • Oversees and evaluates the activities of all assigned personnel at the end of each rating period. Approves leave requests recommends disciplinary action if necessary and conducts training to ensure assigned personnel are aware of existing and new federal and state regulations policies and procedures affecting their areas of responsibility.
  • Interacts with other divisions within the department and other agencies regarding a wide variety of eligibility issues. Reviews and interprets federal and state laws statutes and regulations to conduct quality assurance on determinations that have been made. Recommends necessary corrections. Attends all staff meetings and meetings with other state or non-state agencies as required.
  • Prepares and submits accurate and timely reports as required by the agency division or department.
  • Other duties as assigned as related to the position.
Knowledge Skills & Abilities (KSAs):

Knowledge of:

  • Federal rules and regulations for Title IV-E and Title XIX entitlements
  • Title IV-E policy
  • Family Assistance Administration (FAA) and Medical Assistance (AHCCCS) rules
  • Guardian AZTECS AHCCCS BG01 and HEA data systems
  • Administrative practices and principles
  • Personal computer usage including proficiency with various software packages such as Microsoft Office and mainframes

Selective Preference(s):

The selected candidate will have Title IV-E eligibility experience and IV-E policy.

Pre-Employment Requirements:

Must be able to secure and maintain clearance from the DCS Central Registry.
