Job Summary

Division/Program Summary Description: The Bureau of Children Youth Families and Developmental Disabilities (CYF-DD) within the Division of Mental Hygiene is responsible for the planning funding and oversight of much of New York Citys comprehensive network of child and adolescent community mental health services as well as services for individuals with intellectual and/or developmental disabilities. CYF-DD relies on research and surveillance to guide its decisions around policy development service planning implementation and evaluation and incorporates a health equity lens into its work. CYF-DD oversees a portfolio of over 100 programs and supports a family-driven individualized and strength-based approach to care. CYF-DDs Office of Policy and Planning supports the bureaus mission by conducting system-level planning working to effect policy changes and ensuring that program models are cost-effective and responsive to need.

Position Summary:
The Bureau is seeking to hire a Data Manager for Program Supports to provide leadership and oversight for program-level data analytics and evaluation activities across multiple Bureau programs. The position will support a portfolio of approximately 510 programs including primary oversight of the Crisis Service Programs and will be responsible for ensuring the quality consistency and effective use of data to inform program operations quality improvement evaluation and policy development. The Data Manager for Program Supports will be based in the CYF Office of Research and Evaluation (ORE) and will report to the CYF Research Director. The position will work closely with Program Directors Bureau leadership IT partners and external stakeholders. The Manager will supervise two Program Data Analysts and oversee analytic work conducted in support of Bureau priorities.

Job Duties and Responsibilities:
-Provide leadership and oversight for the planning development and implementation of program-level data systems analytics performance metrics and reporting across multiple Bureau programs.
-Manage the collection monitoring analysis and reporting program data to support operations evaluation quality improvement and policy initiatives.
-Supervise and support two Program Data Analysts including work planning prioritization review of analytic products and performance management while promoting professional development.
-Oversee analytic deliverables to ensure accuracy consistency methodological rigor and timely dissemination to internal and external stakeholders.
-Contribute to strategic planning related to Bureau-wide data evaluation surveillance and analytic priorities.
-Apply quality improvement (QI) methods to support programs and contracted providers in strengthening data collection reporting and use of data for program improvement.
-Participate in the ongoing review of data management systems protocols and workflows including identifying business needs and collaborating with IT and cross-divisional partners on system enhancements (e.g. Maven databases).
-Collaborate with ORE staff to integrate and triangulate program-level data with external data sources such as Medicaid claims and emergency department utilization data to contextualize program trends.
-Oversee the development of routine and ad hoc reports tables dashboards briefs and presentations tailored to the needs of program leadership funders and other stakeholders.
-Studies and evaluates current literature as it relates to children youth families and developmental disabilities.
-Using findings from literature reviews and data managed this person will lead and co-author manuscripts pertaining to critical topics of interest and program-level data supporting those topics.
-Incorporate racial equity and social justice principles into all data and evaluation activities including providing guidance to improve the quality and completeness of demographic data collection and reporting.
-Ensure that confidentiality data security and HIPAA compliance are maintained across all data management analysis and reporting activities.
-Support the preparation and maintenance of IRB materials as needed.
-Serve in emergency roles related to public health emergencies as required.

Preferred Skills:
-Expertise in data analytics program evaluation and research methods to drive program performance quality improvement and policy across complex public health or human services programs.
-Experience leading or supervising analytic staff including work planning quality assurance and professional development.
-Strong proficiency in statistical tools (e.g. SAS R SQL Tableau) and data systems with experience ensuring data quality standardization and integration across sources.
-Ability to apply quality improvement (QI) and equity-focused approaches to data evaluation and program improvement including providing technical guidance.
-Excellent communication skills with the ability to translate complex data into clear actionable insights through reports dashboards presentations and publications for diverse audiences.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
