ASSIGNMENT: Information regarding Facilities/Environmental Services: | Department of Environmental Services 330 Pattonwood Avenue Rochester New York 14617 Executive Director of Operations is a full-time 12-month administrator who provides leadership in the areas of facility grounds and maintenance operations. This position is responsible for ensuring education is delivered effectively and equitably to enrolled students in safe and operationally prepared facilities and locations while supervising staff to create and maintain a culture focused on customer service. Permanent appointment upon successful completion of Monroe County Civil Service Director of Facilities II Civil Service Examination with reachable results.
*Initially this position will be a provisional appointment through Civil Service and the Civil Service exam will be required unless you currently hold the appropriate title.

| MINIMUM QUALIFICATIONS: | Qualified as Director of Facilities II as defined by Monroe County Civil Service Commission to this competitive title (listed below and also attached): MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and one (1) of the following: (A) A Bachelors or higher-level degree in School Facilities Management Engineering Construction Management or Architecture and two (2) years of experience in school facilities maintenance general building construction building maintenance or repair work or construction management one (1) year of which involved the supervision of employees* (B) An Associates or higher-level degree in School Facilities Management Engineering Engineering Technology Building Construction Technology Architectural Technology and four (4) years of experience in school facilities maintenance general building construction building maintenance or repair work or construction management one (1) year of which involved the supervision of employees*; or (C) Six (6) years of experience in school facilities maintenance general building construction building maintenance or repair work or construction management (1) year of which must have involved the supervision of employees* NOTE: Verifiable part-time experience may be prorated toward meeting full-time experience requirements.

Job Description
PRIMARY RESPONSIBILITY
The Executive Director of Operations is a full-time 12-month administrator who provides leadership in the areas of facility grounds and maintenance operations. This position is responsible for ensuring education is delivered effectively and equitably to enrolled students in safe and operationally prepared facilities and locations while supervising staff to create and maintain a culture focused on customer service.
IMPROVING EDUCATIONAL OPPORTUNITY
Work with building leaders to create and implement instructional spaces that support curriculum and instructional focus. Makes recommendations to the Assistant Superintendent for Finance in the allocation of resources to support student learning.
Manage the sustainability program for the district educate students and staff regarding proper facilities use and promote sustainability strategies.
Work with Assistant Superintendent for Instruction Assistant Superintendent for Finance Director of Technology and building principals to ensure that instructional staff and classrooms are equipped with required instructional technology.
Coordinates initiatives with Director of STEAM to lead experiential learning related to environmental science energy uses safety and sustainability. Examples may include but are not limited to the coordinating of outside presentations providing direct instruction and coordinating work study in related fields.
FACILITIES AND OPERATIONS
Ensure decisions relating to District operations are executed within Board and Central Office policy.
Monitor and provide recommendations to ensure buildings and locations are safe secure and equipped to deliver excellent education programs.
Ensure the District is compliant with all applicable state and local laws related to facilities and operations.
Develop and oversee implementation of capital improvement plan.
Manage all capital projects for the district and serve as primary liaison with architects construction managers NYSED Facilities Planning and attorneys for construction matters.
Supervise the purchase of equipment and materials related to safety facilities and health services.
Manage the sustainability program for the district educate students and staff regarding proper facilities use and promote sustainability.
Assists the Assistant Superintendent for Finance with capital planning as a member of the Facilities Planning Committee.
Conducts ongoing needs assessment to reduce cost and duplication of functions as it relates to the duplication and purchase of equipment supplies and facilities management.
Co-facilitates with the Director of Safety and Security the District Health and Safety committee.
PERSONNEL
Supervises and evaluates maintenance and operations staff.
In cooperation with the Assistant Superintendent for Human Resources the Assistant Superintendent for Finance and Principals assists in the recruitment selection and assignment of maintenance and operations team members.
Motivate and develop a competent staff to meet current and future department needs. Provide updates to Supervisor and the district on relevant changes to state law and regulations in the operational areas of facilities and capital planning as it relates to the Districts Five-Year Facilities Plan.
Creates and implements professional learning for maintenance and operations staff.
MAINTAINING EFFECTIVE RELATIONSHIPS BETWEEN SCHOOL AND COMMUNITY
BUDGET
In collaboration with Assistant Superintendent for Finance and Assistant Superintendent for Human Resources assists with the preparation of the district-wide budget and staffing proposals related to maintenance and operations staff.
Oversee District resources for operational initiatives.
Identify efficiencies in staff utilization and operational functions.
Identify alternative sources of funding for operational areas such as local state and federal grants and incentive programs.
Develop and manage department budget to ensure effective allocation of resources to meet operational objectives. Make recommendations to the Assistant Superintendent for Finance and Assistant Superintendent for Instruction in the allocation of resources to support student learning.

Assist in the development of District policies regulations and procedures related to the Districts Maintenance and Operations.

DISTINGUISHING FEATURES OF THE CLASS: A Director of Facilities II (Schools) is responsible for planning organizing and directing the custodial and maintenance activities of a school districts facilities department. The work is performed according to established policies and procedures and in accordance with applicable State local and federal laws rules and regulations which apply to school district facility operations and maintenance. Although certain activities are performed in the office the incumbent of this position will on occasion be required to perform maintenance and repair related tasks and activities which may be performed indoors or outdoors under adverse working conditions. This position differs from Director of Facilities I (Schools) in that the incumbent has a greater scope of responsibility and is typically responsible for the supervision of more than one unit. Supervision is exercised over subordinate supervisors and staff which may include employees of the transportation department or those responsible for building safety and security. This position differs from Director of Facilities III (Schools) in that this position is less administrative in nature. The work is performed under general supervision of a school district administrator which may include the Superintendent with leeway allowed for the exercise of independent judgment in carrying out details of the work. Does related work as required.
TYPICAL WORK ACTIVITIES: (All need not be performed in a given position. Other related activities may be performed although not listed.)
Supervises staff daily preventive maintenance and custodial activities which may include replacing locks painting carpeting/floor tile/window/drywall replacement and/or repair;
Manages develops and schedules a preventive maintenance program designed to retain buildings grounds and equipment in a safe operating condition;
Schedules inspections and completes reports for federal state and local regulatory agencies to ensure compliance with codes rules and regulations; Inspects and oversees painting carpentry plumbing electrical and other mechanical maintenance and construction work performed by private contractors custodial or maintenance employees to ensure work is in compliance with contract specifications as well as applicable codes and regulations;
Supervises the in-service training of custodial maintenance and if applicable transportation employees;
Discusses capital projects maintenance repair and operational needs with school administrator(s); Reviews the school districts expenditures from the prior year and assists the administration with the budget process by forecasting and planning for the upcoming budget;
Monitors expenses to ensure budgetary limits established by the School Board are not exceeded;
Recommends purchase of materials and supplies and develops and directs the maintenance of the inventory control system;
Reviews decisions made by lower-level supervisors regarding work schedules vacation requests personal and sick leave requests to ensure compliance with district policies and procedures;
Maintains records and prepares reports related to operations and the work performed and schedules repairs when necessary;
Recommends staffing to administrators and is also responsible for interviewing hiring evaluating and disciplining departmental personnel;
Manages and when necessary performs preventive maintenance and repairs on equipment including plumbing heating ventilation and air conditioning (HVAC) and electrical systems;
Troubleshoots problems with equipment including HVAC and electrical systems and may contact contractor to perform repairs when a non-routine issue is identified;
Oversees or performs inspections on and tests security systems safety lighting fire extinguishers fire alarm system doors and eyewash stations to ensure proper operation and compliance with applicable codes and regulations;
Ensures removal of snow and ice from sidewalks and roadways;
Responds to inquiries from employees school district administrators and the public regarding school district buildings and grounds activities;
Swimming pool maintenance if applicable is limited to maintaining pools cleanliness and the addition of chemicals to ensure a safe swimming environment for students/public;
May work with construction managers architects and/or engineers to develop implement and complete capital improvement projects and other long-term plans;
May use a variety of tools and operate a variety of motor and other equipment related to building and grounds maintenance and repair including snow blowers lawn mowers tractors plow trucks pick-up trucks hedge trimmers chainsaws drills reciprocating saws screwdrivers wrenches pliers hammers and plungers;
May be responsible for operating motor equipment related to the work.
FULL PERFORMANCE KNOWLEDGE SKILLS ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of applicable codes laws rules and regulations governing school buildings and grounds administration; good knowledge of buildings and grounds maintenance and repair practices and procedures; good knowledge of safety precautions and practices associated with buildings and grounds maintenance and repair work; good knowledge of the principles and practices of administrative supervision; good knowledge of budgeting; ability to organize prepare and maintain accurate records and files; ability to effectively efficiently and safely use tools and operate equipment related to building and grounds maintenance and repair; ability to inspect the work of building tradespersons and contractors to ensure compliance with contract specifications as well as applicable codes and regulations; ability to prepare budgets operating reports and a variety of other reports relative to program activities; ability to understand interpret and follow instructions plans diagrams specifications and blueprints; ability to understand and follow written and verbal instructions; ability to communicate effectively both orally and in writing; mechanical aptitude; willingness to work under adverse weather conditions.

Non-Qualifying Experience: Experience limited to building cleaning is not qualifying. Building cleaning is defined as activities primarily involving a variety of inside and outside building cleaning activities including but not limited to washing walls and windows polishing floors cleaning restrooms disposing of refuse. A degree in landscape architecture shall not be qualifying. *Supervision of employees is defined as responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group and includes but is not limited to assigning and reviewing work evaluating performance maintaining work standards motivating and developing subordinate employees implementing procedural changes increasing efficiency and dealing with problems of absenteeism morale and discipline. The supervision aspects must be an integral part of the job not incidental or occasional. Project management experience which did not include the minimum amount of experience in employee supervision is not qualifying. Construction management: includes management of a building construction project from inception to completion including cost estimating construction planning/scheduling and construction inspection to ensure compliance with building codes.
SPECIAL REQUIREMENT: Possession of a valid New York State drivers license and certificates appropriate to the vehicles equipment and/or machinery operated at time of appointment or during the course of employment consistent with the needs of the school district.
SPECIAL REQUIREMENT FOR APPOINTMENT IN SCHOOL DISTRICTS: In accordance with Safe Schools Against Violence in Education (SAVE) legislation Chapter 180 of the Laws of 2000 and by the Regulations of the Commissioner of Education candidates for appointment in school districts must obtain clearance for employment from the State Education Department prior to employment based upon a fingerprint and criminal history background check.
