BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Cash-based transfers (CBT) represent an increasing share of WFPs total humanitarian assistance and include cash distributed as physical banknotes e-money paper vouchers or prepaid cards. By providing sufficient cash to meet food and other essential needs WFP aims to ensure families do not find themselves in a situation where they need to redistribute limited resources at the expense of food security.
In support of WFPs global scale up of cash-based transfers the Finance function through the Business Development and Cash Based Transfers Branch (CFOFC) has recently developed corporate tools and guidance providing day-to-day technical advice and assistance to Country Offices while also undertaking a range of other strategic activities and engagements internally as well as with external service providers. The Consultant will be supporting Country Offices and Regional Bureaux with the completion of the mandatory Financial Assessments for CBT under the Financial Sector Intelligence (FSI) Team within CFOFC.
Under the overall Supervision of Senior Designate the Consultant will undertake the following tasks:

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Financial Sector Intelligence (FSI)
Support and guide Country Offices (COs) and Regional Bureaus (RBs) for the completion of the Financial Sector Intelligence (FSI). Main required tasks include:
Lead meetings with Regional Bureau CBT Finance Officers (RB-FOs) for the planning phase.
Lead cross functional cash working group workshop before initiating a new FSI in a particular country to enhance communications and support capacity building of finance and non-finance staff in RBs and COs.
Provide timely and effective communication by supporting relevant stakeholders at HQ CO and RB level at all relevant FSI completion steps and actions.

Develop new training material for the FSI and/or update existing materials as required.
Lead online coaching and Q&A sessions for assigned Finance Officers in the Country Offices (CO).
Provide support for early FSP and Central Bank Engagements. Provide guidance material and appropriate tools to the CO to support the process.
Complete FSIs individually if required and/or add missing data to support completion of FSI for the CO.
Prepare FSI output reports. Review FSI reports of peers and provide clearance.
Upgrade and improve the FSI tool and the associated business process at year end after lessons learnt and feedback received from RB & CO.
Lead cross-functional workshop to present FSI outcomes to devise recommendations and next steps.
Collect and regularly update data on country and Financial Service Provider (FSP) level to further improve automation and benchmarking.
Conduct Rapid Response FSI on behalf of COs as per activation of the Emergency Response Process.

2. Technical Studies
Conduct studies and prepare technical notes on key Finance and CBT related topics as initiated by the FSI team. Main required tasks include:
Development of Concept note and Research outline.
Select key performance indicators and develop the scoring methodology.
Research and data collection from individual FSPs website Central Banks and other international sources (e.g. WB and IMF)
Alignment with the relevant stakeholders from cross-functional teams.
Develop a presentation/training webinar and/or dashboard of the results of the studies.
Develop an effective communication strategy for sharing the results of the studies with the relevant audience.

3. Other activities:
Train and supervise new entrants to the team or personnel on TDY.
Regularly update CBT databases with details of FSPs FSIs and contract status.
Provide support in organizing trainings and workshops for the capacity building of RB and CO Finance colleagues.
Provide overall support to the Financial Sector Intelligence (FSI) team in its various activities.
Provide CO with support during the various stages of CBT implementation.
Active participation in Choice working group FIN talks cross-functional meetings as required.
Any other duties as required.


DELIVERABLES AT THE END OF THE CONTRACT:
Reviewed and cleared FSIs as agreed within the FSI team

Reviewed and cleared technical reports/ notes/ factsheets and accompanying presentations/dashboards
Collection of lessons learned into various types of training and communication material
Powerpoint presentations for annual plans CO & RB meetings or as needed

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Masters Degree in Economics or Finance Business Administration or
related fields.

Experience:
5-7 years of work experience preferably in WFP Country Office and/or Headquarters in one or more of the following:
- Financial sector assessment or consulting
- Solution or market development for financial institutions
- Macro-economic regulatory and humanitarian setting

Knowledge & Skills:

- Knowledge of global financial markets and sub-sectors
- Overview of payment instruments respective features and functionalities
- Understanding the regulatory settings for payment instruments in the context of humanitarian settings
- Strong research report writing and analytical skills
- Demonstrated ability to work both independently and as part of a diverse team.

Languages:
Good oral and written communication in English.
