Job Summary
Job Title: Data Engineer (Healthcare HL7 & ELR Integration)
Location: Albany NY - Onsite
We are currently seeking candidates who meet the following qualification
Serve as the lead programmer for ECLRS and ESSS supporting statewide laboratory reporting systems
Design develop and enhance Electronic Laboratory Reporting (ELR) solutions for public health agencies
Collaborate with internal stakeholders external vendors and laboratories to extract transform and standardize data from multiple sources
Perform data integration cleansing matching and advanced analytics to support disease tracking and reporting
Provide technical leadership in LOINC and SNOMED mappings for accurate disease identification and classification
Develop and maintain HL7-based integrations including ORU and ADT message parsing transformation and message creation
Implement and support standardized ELR file formats including HL7 and ASCII
Translate complex and ambiguous business requirements into scalable technical solutions particularly for Electronic Case Reporting (eCR)
Architect and maintain relational database solutions including schema design optimization and performance tuning
Develop complex web-based applications for laboratory reporting and syndromic surveillance systems
Build and maintain RESTful and SOAP-based web services for system interoperability
Design and implement comprehensive test plans including system integration and performance testing
Enhance ELR datasets with geospatial/spatial data to support public health decision-making
Manage system integration with Communicable Disease Electronic Surveillance System (CDESS) for case tracking and reporting
Design and implement interfaces with Statistical Analysis System (SAS) server environments
Ensure high data quality system reliability and compliance with public health data standards
Provide technical guidance and mentorship to development teams and stakeholders
Bachelors degree in Engineering Computer Science MIS or equivalent from an accredited institution (required)
Hands-on experience working with HL7 ORU and ADT messages including parsing into relational tables and message creation
Experience architecting relational database solutions and working with frameworks such as Spring MVC and MyBatis
Strong experience in RDBMS design query optimization and performance tuning
Experience working with ECLRS and Syndromic Surveillance Systems
Experience designing and developing complex web applications preferably in healthcare/laboratory domains
Experience developing REST and SOAP web services
Experience in application testing including test plan design and execution
Experience designing and integrating interfaces with SAS server environments
