DEFINITION / GENERAL PURPOSE:

Under general direction the Fleet Superintendent assumes full management responsibility of the Fleet Maintenance Department by exercising administrative and operational supervision. Performs and is responsible for the operation planning implementation and supervision of the Fleet Maintenance Department.


SUPERVISION RECEIVED AND EXERCISED:

Receives general supervision from the Director of Public Works and/or Assistant Director of Public Works.

Exercises supervision over Fleet Maintenance Department personnel and other part-time or temporary personnel as assigned.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

Principal duty is to oversee and participate in the daily operations and maintenance of the Citys Fleet Department including working as a mechanic and supervising the Fleet Maintenance Department.

Plans organizes assigns coordinates and directs departmental operations in the Fleet Maintenance Department to ensure the provision of efficient and effective services to City departments with an overlying focus on customer service and operational sustainability. Assigns work activities projects and programs. Monitors workflow; reviews and evaluates work methods and procedures; recommends and implements improvements and modifications.

Proficient in the use and maintenance of Fleet Shop tools machines and other equipment with specific expertise in fleet maintenance best management practices to maintain the Citys fleet.

Issues written and oral instructions and assigns duties and examines work for exactness neatness and conformance to policies and procedures.

Provide or coordinate staff and employee training; work with employees to coach mentor and correct deficiencies; implement discipline and termination procedures. Develops maintains and administers an adequate labor force and supervisory staff to meet the needs of the Fleet Maintenance Department. Provides leadership and employee development through staff meetings and other interactions which facilitate discussion about day-to-day management to create a culture of continuous improvement.

Secure operational and professional development training as necessary to enhance operational and administrative expertise as and when included within operating budgets.

Foster and maintain functional harmony between supervised personnel and identify and immediately resolve employee issues in a timely consistent and professional manner in accordance with City policies and applicable law; lead by example; mentoring coaching and developing employees and maintaining unrestricted accessibility to personnel (open door practice); must have the ability to work well with others and have a good/pleasant attitude.

Participates in the development administration and oversight of Fleet Maintenance budget. Supervises and controls expenditures of Fleet Maintenance appropriations. Analyzes and submits annual departmental budget estimates and description of current and future needs. Assists with development and management of Fleet Maintenance Department and City-wide fleet budgets both operational and long range (Capital Outlay Plan etc.); develops and updates Fleet Maintenance Department operational and business plans to include new key issues staffing need forecasts future budget needs and other critical factors of operational concern. Assists in developing policies procedures and long-range plans for implementation within the department and throughout area of responsibility. Participates as a lead member of the Capital Outlay Plan committee to identify and prioritize fleet replacement and purchases City-wide. May serve on other committees and work groups as assigned.

Responsible for initiating and enforcing rules and regulations relating to compliance with City policy and standard safety policy measures by employees within the Fleet Maintenance Department. Responsible for exercising care and compliance with City policy and standard safety policy measures to ensure personal safety.

Assures that all work is accomplished in accordance with sound safety procedures including developing standard operating procedures (SOPs) for all Fleet Maintenance operations and other areas of assigned responsibility.

Prepares budget reports to include projected maintenance costs and anticipated vehicle and equipment replacement costs for City departments.

Effectively and courteously communicates with public and other employees by telephone in writing and in person. Investigates and resolves consumer/citizen inquires and/or complaints. Responsible for employee relations within the Fleet Maintenance Department.

Responsible for coordinating and responding to emergencies (inclement weather natural disasters vehicular accidents etc.) within the City that require Fleet Maintenance or other support which may require after-hours response.

Purchases inventory including supplies tools and equipment while following City purchasing policy rules and state law. Maintains accurate inventory/maintenance records for all inventory and equipment.

Performs work involving the application of logical principles and critical thinking to solve practical problems within or applying to a unit or division of the organization; requires continuous close attention for accurate results and frequent exposure to unusual pressures. An enhanced attention to detail and the ability to evaluate all potential outcomes to a course of action along with the assessment of associated organizational risks is critical.

Performs other essential duties as determined by the Director of Public Works and/or Assistant Director of Public Works to achieve successful operations and mission accomplishment of the department and City as a whole.

Regular and timely attendance is an essential job function. It is an essential function of this position that you report to work on time and work your scheduled hours.


PERIPHERAL DUTIES:

Serves as a member of various City staff committees and work groups as assigned.

Performs other duties as assigned.


DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

High school diploma or GED equivalent Associate degree preferred; five (5) years work and one (1) year supervisory experience.

Must be experienced in all aspects of automotive and truck repair including rebuild rebuild modification and heavy equipment repair.

Valid Texas drivers license with insurable record Class A or B CDL.

Automotive Service Excellence (ASE) certification required Master Certification preferred.


SPECIAL REQUIREMENTS:

Must attend the required education and training to maintain required certifications.


KNOWLEDGE SKILLS AND ABILITIES:

Knowledge of the principles and practices used in the administration of the Fleet Department;

Knowledge of effective supervisory principles and techniques; thorough knowledge of principles and practices employed in budget development implementation and administration;

Skills in management and mechanical knowledge required to train and supervise personnel on all repairs and rebuild of pneumatic hydraulic electrical and mechanical systems relative to City-owned vehicles and equipment;

Skill in both verbal and written communications for effective expression of concepts and ideas and clarity in task assignment;

Ability to perform the functions of a mechanic in all respects and able to execute duties in the face of adverse and stressful conditions;

Ability to coordinate and prioritize jobs and maintain an effective working relationship with other departments and personnel through good communication skills.

TOOLS AND EQUIPMENT USED:

Motorized vehicles for mechanical testing purposes power and hand tools and equipment for vehicle and mechanical system work; mechanics tools including jacks hydraulic lifts air tools and other tools required for minor repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; personal computer calculator phone; mobile or portable radio.

While performing the duties of this job the employee regularly works near moving mechanical parts and in outside weather conditions. The employee is frequently exposed to wet and/or humid conditions. The employee is occasionally exposed to vibration or risk of electrical shock.
