Scope of Project

The South Carolina Department of Public Health (DPH) is seeking a Systems Software Programmer to support modernization of financial administrative and HR systems.

The role focuses on developing Angular-based applications backend services and implementing DevOps practices to ensure secure and efficient deployments while aligning with regulatory and compliance standards.

Responsibilities

Develop and maintain modern web applications using Angular framework
Build and support backend services using Core
Design develop and maintain CI/CD pipelines for automated deployments
Perform unit integration regression and automated testing
Support system upgrades refactoring and modernization initiatives
Collaborate with HR Finance and IT teams for requirement analysis
Develop and maintain technical documentation (architecture APIs deployment)
Ensure compliance with security and regulatory standards (HIPAA NIST etc.)
Troubleshoot system data and performance issues
Support integration with enterprise systems and reporting tools

Required Skills

3 years experience with Angular (PrimeNG) TypeScript JavaScript HTML CSS
3 years experience with Core and RESTful APIs
3 years experience with SQL Server (database design queries troubleshooting)
3 years experience with DevOps (CI/CD deployments automation)
5 years experience in software engineering SDLC and testing practices
3 years experience with technical documentation
Familiarity with HIPAA and security compliance standards
