Job Summary

Koniag Professional Services LLC a Koniag Government Services company is seeking a Project Manager with a TS/SCI security clearance to support KPS and our government customer in Warrenton VA. The successful candidate will assist the Government Customer with the project management monitoring and execution of the organizations addition the individual will assist the Government with documenting current and new processes work flows instructions for the establishment of Finance Standard Operating Procedures (SOPs). Essential Functions Responsibilities & Duties may include but are not limited to:Develops and maintains comprehensive finance project plans including scope schedule resources risk mitigation strategies and communication financial processes workflows and instructions Develops and coordinates Finance Standard Operating Procedures (SOP) with Government CustomersDevelops and maintains the Incoming Reimbursement Processing SOPDevelops and maintains the MIPR Reimbursement SOPDevelops and provides innovative process improvement recommendations to the Government CustomersAnalyzes financial data related to operations business performance opportunities and the Planning Programming Budgeting and Execution (PPBE) process within organization by preparing budget Program Objectives Memorandum (POM) submissions and correlating the submissions to the Agencys strategy and or funding analysis of budget artifacts (Advana/Qlik Sense Hub; investment descriptions categorization of service and agency efforts to investment descriptions Congressional Budget Justifications budget baselines etc.)Reviews incoming 7600Bs and MIPRs for accuracy and completenessReviews agreement & total payment log to ensure ceiling is accurate to process paymentAssigns RMO # and update funding log with payment informationPrepares coversheet & corresponding documentation for folder & submissionReturns to customer for additional information signatures or corrections if neededReviews & Signs O2C coversheet or return for correctionSubmits payments and all documentation to O2C Team & update funding logIdentifies and proposes funding solutions for the portfolio Reviews and analyzes budget proposals and funding requests along with identifying anticipated impact on proposed decisions for the portfolioConducts cost-benefit analyses to determine funding requests and makes recommendations to the analysis on budget to develop leadership insights and presenting resultsReviews budget recommendations with senior spend plan preparation and maintenance budget exhibit preparation and financial execution metrics tracking and monitors and documents funding move requests for the organization through Military Interdepartmental Purchase Requests (MIPRs).Monitors spending to ensure it remains within and forecasting future financial behalf of the Government Customers prepares funds briefings financial planning requirements budget reviews and congressional submissions financial data calls annual program plans open commitment/open obligation reports and funding documentsDevelops reports white papers and presentations Performs other duties as assignedRequirements:10 years of DoD financial planning and analysis experience5 years of experience as part of a Program/Budget Execution officeExtensive knowledge of and experience with the DoD planning programming budgeting and execution process Experience developing and maintaining comprehensive finance project plans including scope schedule resources risk mitigation strategies and communication documenting current and new processes work flows instructions for the establishment of Finance Standard Operating Procedures (SOPs). Experience analyzing financial data related to operations business performance opportunities and complex financial data gathering and analytic capability; and proven experience developing recommendations for DoD senior leadersExperience preparing spend plans budget exhibit preparation and financial execution metrics tracking and experience preparing funds briefings financial planning requirements budget reviews and congressional submissions financial data calls annual program plans open commitment/open obligation reports and funding deep experience creating and reviewing MIPRs for Government approval Knowledge of DAIExperience working with classified systems and environmentsStrong organizational project management and problem-solving skills with impeccable multi-tasking abilities Proven stakeholder management and effective communication strategies with clients and senior to take a conceptual discussion and build a presentation to convey the message to senior technical writing and documentation skillsAdvanced MS Sharepoint Word and PowerPoint skills; proficient MS Teams Excel and Outlook application skills Desired SkillsPrior Federal government professional services or Federal consulting experienceProfessional Certifications such as Certified Defense Financial Manager (CDFM)PMP ITIL Lean Scrum SAFe AgileKnowledge of cybersecurity concepts methodology techniques and technologies as well as cloud architecture. Experience performing on projects of similar size and : Bachelorss Degree in a related fieldSecurity Pre-Requisite: To be considered must have a CURRENT/ACTIVE TOP SECRET/SCI clearance Office Location and Travel:Will be required to report onsite at the Warrenton VA location 5-days a week.
