Job Summary

Reporting directly to the Executive Director the Deputy Director of Administration and Finance is a critical executive leader at the Department of Homelessness and Supportive Housing (HSH) and responsible for developing and implementing the Departments strategic goals through cross-functional leadership and strategic problem-solving.  The Deputy Director oversees Budget Finance Business Services Contracting and Procurement Grants Administration Human Resources Information Technology and Real Estate and Facilities.

The position provides executive direction and leadership to the 95-person division and directly supervises six director-level staff to achieve the strategic goals of the office.  The position oversees development and implementation of an approximately $800 million annual budget of local state and federal resources for homelessness services and housing and $500 million in annual contracting to community-based organizations delivering a continuum of prevention emergency shelter and housing services. The Deputy Director for Administration and Finance works closely with the Executive Director and serves on the Departments executive leadership team.

Essential Duties and Responsibilities:

  • Provide executive leadership and guidance around developing departmental goals objectives policies and priorities.
  • Directs the development and implementation of all administration and finance functions involving a complex homelessness response system.
  • Leads and supports subordinate managers to promote high standards for performance and continuous improvement.
  • Oversees the development and ongoing improvement of the San Franciscos Homelessness Information Management System known as the Online Navigation and Entry System.
  • Collaborates with other City departments including the Department of Public Health Human Services Agency and Mayors Office of Housing and Community Development on cross-cutting initiatives to prevent and address homelessness in San Francisco.
  • Independently represents HSH before the Board of Supervisors Homelessness Oversight Commission Our City Our Home Oversight Committee Committee on Information Technology (COIT) and Capital Planning Committee (CPC) and other citywide policy groups.
  • Consults and coordinates with the Mayors Office on budget contracting real estate IT and administrative related matters.

Qualifications :

Education:

Possession of a baccalaureate degree from an accredited college or university; AND

Experience:

Five (5) years of financial managerial experience within a large complex organization or government entity including supervising staff.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Experience working in public-sector finance contracting and administration.
  • Knowledge of the City and County of San Francisco governmental structures and homelessness housing or social services issues.
  • Experience working in a fast-paced and complex legislative regulatory and administrative environment.
