The Foreman Water Services - NCDL is responsibleforexercisingtechnicalandadministrativesupervision overtheworkactivitiesofemployeesengaged intheinvestigationconstruction repair andmaintenance onthewater distribution systemthroughout incumbentmaysuperviseSystemRepairCrewsValve-HydrantFlushingorInvestigationCrewsoracombinationofcrewsconsisting of 2 to 9 workers of varying for the quantity and quality of the work done and for assuring efficient and economical work operations.
Supervises and directs repair crews in the repair and/or replacement of water mains services fire hydrants valves casings and other appurtenances.
Directs and supportsrepair crews intheinvestigationand location ofleaks excavation shoring andbackfilling oftrenches up to 20 in depth installation oftaps and abandonmentofservices.
Enforces the Authoritys rules andpolicies including adapted safety standards andis responsible forrepaircrew work zone safety.Responsible for adherence totheDDOT mandates andthe set-up oftraffic control devices onthe jobsite.
Ensurestheaccuratecompletion ofDDOTPermitApplication andDCWaterCutReleaseApplication(i.e.sizeofexcavation tiesetc.).ResponsibleforcoordinatingwithDCWaterPublicSpaceRestoration grouptoensureallproperpermitapplications have beenprocessed which includes but isnotlimited to EmergencyWork Requests (construction and occupancy).
Plansandschedulesworkassignmentsformultiplecrews.Ordersnecessary equipmentandmaterialsforspecifictasksandensures that materials are made available attheconstruction sites when needed.Solves problems related tothework supervised.
Inspects completed work toensure joints arewatertightunder highpressure andwork hasbeencompleted inaccordance withDC Water standards and specifications.
Directsexcavationtopreventanydamagetoexistingutilitiesandtodeterminetheappropriatesizeoftheexcavationfortheidentified work and provides all coordination for utility marking for each construction site as required.
EnsurestheaccuracyandcompletenessofaDailyActivityReportandtheTimeandAttendancelogforhis/hercrew.Preparesother reports such asaccident and injury report productivity and performance data report as required.
Directs andsupportsrepaircrewsintheperformance ofpreventive valveandfirehydrant maintenance thatmay also include flushing.
Supervisory Responsibilities: Supervises employees; makes work assignments setprioritiesinterprets work ordersetc.Establishes workperformancestandardsprepareswrittenperformanceevaluations andmonitorsemployeecodeofconduct;recommends promotions terminations reassignments disciplinary and other personnel actions.Determines training needs and approves and schedules leave.Ensures that workers complete projects orassignments inathorough andresponsible manner.
Key Working Relationships: Interacts with contractors the general public and employees throughout the department and the Authority.

Five (5) years ofrecent andrelevant progressive experience associated with repairing and maintaining water mains andvalve/hydrants. |
| Minimum Education Requirements: |
| High School diploma or General Educational Development (GED) certificate. |
| Required Skills: |
| Excellent verbal and written communication skills. |
| Computer Skills to include the use of Microsoft Office Suite and computer work management system. |
| Skill in reading and understanding various pressure and diffuser gauges used for measuring water pressure. |
| Knowledge of the citys water and sewer infrastructure and ability to read maps and plans. |
| Required Licenses & Certifications: |
MustpossessandmaintainavalidMotorVehicleOperatingLicense. |
| Physical Requirements: |
| Ability to climb up and down ladders and work in cramped spaces while bent over or squatting. |
| Ability to lift up to 50 lbs. and push and pull up to 100 lbs. |
| Ability to works outdoors exposed to all weather conditions including inclement weather. Works in wet muddy trenches and is subject to noise. |
| Ability to participate in all aspects of the work including performing labor-intensive activities (assignments are not limited to administrative work). |
