Job Summary

Overview

The Human Papillomavirus (HPV) Vaccination Acceleration Program Partners Initiative (HAPPI) Consortium is a visionary project designed to accelerate HPV vaccination in 14 low-middle-income countries (LMICs). The consortium is managed by John Snow Incorporated (JSI) together with Jhpiego International Vaccine Access Center (IVAC) at the Johns Hopkins University (JHU) Bloomberg School of Public Health the Clinton Health Access Initiative (CHAI) and PATH. It harnesses collective expertise in policy access introduction implementation evaluation and learning. It aims to promote equity program quality and the rapid expansion of the HPV vaccination among girls.

Jhpiego has implemented this project since 2023 and will provide the Phase 3 targeted technical assistance (TA) to the Philippine government until August 2026 to improve stakeholder engagement evidence-based decision-making and HPV vaccination coverage. Through the HAPPI Phase I and Phase II projects Jhpiego has provided support in the evidence-based decision-making for HPV vaccination dose recommendation support to social and behavioral communication change (SBCC) strategic framework and development of SBCC materials the relaunch of the schoolbased immunization including HPV vaccination for girls in grade 4 aged 9-10 years old and the development of operations plan for national cervical cancer elimination.

Using data from Department of Education the data mining on the coverage of the first dose of the quadrivalent HPV vaccine (4v-HPV) the number of grade 4 girls aged 9-10 years old who received the vaccine and the participation of public elementary schools that participated in the school-based immunization campaign across the entire Philippines started during the HAPPI Project Phase I in 2023. A bright spot analysis was done through heat maps generated using HPV1 vaccination coverage from the Department of Education in 2024 including a bivariate analysis of the number of vaccinated girls and the HPV1 vaccination coverage to provide a matrix of implementation status of the provinces. The results were shared with the Department of Health-Disease Prevention and Control Bureau (DOH-DPCB) National Immunization Program (NIP) in preparation for the National HPV Vaccination Expansion Plan for 2025-2030.

As part of the learning activity of the HAPPI Phase 3 data visualization using a geographical information system from the regional provincial municipal/city level and school facility levels is needed to provide trend analysis of vaccination coverage school participation rates number of girls immunized progress of implementation of the HPV vaccination and identification of local government units or geographically isolated and disadvantaged areas in need of further technical assistance to improve vaccination access supply chain management and local government and school governance.

Due to these Jhpiego aims to engage a geospatial data and visualization specialist (GDVS) to support DOH-DepEds School-based Immunization (SBI) campaign - Bakuna Eskuwela and the DOHs National Immunization Strategy 2026-2030 National HPV Vaccination Expansion Plan and Cervical Cancer Elimination Plan.

Responsibilities

Jhpiego is looking for a Geospatial Data and Visualization Specialist (GDVS) who will be contracted as a shortterm technical consultant. He/She will assist the Immunization Technical Advisor and the Jhpiego Immunization Team in the generation of heat maps and other data visualization products that communicate analysis of trends in vaccination coverage school participation rates and LGU implementation status develop a dashboard system prototype and assist in the organization of databases of the said information.


He/She will write a technical report on the findings of the geospatial analysis of the HPV1 coverage school participation rates multiple levels of local government implementation up to the municipality or component city level which may include analysis using geographic coordinates of schools or health facilities based on respective DepEd or DOH registries.

  1. Work under guidance and close supervision with the Jhpiego Immunization Technical Advisor other Jhpiego teams involved in knowledge management and creative communication development
  2. Develop the data visualization using heat maps graphs and presentations that communicate historical and current trends on vaccination coverage school participation rate per School Division Office proportion of girls vaccinated proportion of local government units implementing HPV vaccination
  3. Conduct analyses and data visualization using map overlays of a) HPV1 vaccination coverage b) number of vaccinated girls and c) SDO school participation rate data using DepEd GIS coordinates of geo-tagged schools and the respective municipality or city
  4. Conduct analyses and data visualization using map overlays of a) HPV1 vaccination coverage b) number of vaccinated girls and c) SDO school participation using the DOH National Health Facility Registry GIS coordinates of health centers/rural health units
  5. Conduct analyses and data visualization using map overlays of DOH NHFR GIS of geo-tagged health centers/rural health units opposite DepEd GIS coordinates of schools with (e.g. distance of schools to health facility mountain terrain or topography bodies of water road access etc.)
  6. Organize GIS data used for data visualization heat maps and trend analysis
  7. Develop a GIS-enabled dashboard system for HPV1 coverage school participation proportion of girls vaccinated enrollment figures of grade 4 girls LGU implementation status etc.
  8. Orient Jhpiego Immunization Team and other Jhpiego teams (handling cervical cancer elimination and knowledge) on GIS-enabled data visualization learning products
  9. Prepare technical reports of GIS-related and data visualization learning products
  10. Submit final report and compendium of GIS-enabled learning products
  11. Attend and document virtual or on-site meetings of Jhpiego and prepare meeting minutes highlights or summaries related to GIS and data visualization

Required Qualifications

Required qualifications of the Geospatial Data and Visualization Specialist (GDVS):

A. Educational Background

  1. A graduate with a bachelors degree in any of the following disciplines: health or life sciences geography demography statistics health or social science research data sciences or information sciences data or information management or other related courses
  2. Training in geospatial data data visualization and geographical information systems will be an advantage

B. Professional Experience

  1. Minimum of at least three (3) years of demonstrated work experience on geographical information systems (GIS) or GIS mapping data visualization and information management
  2. Equivalent professional experience in any of the following sectors: public health nutrition school health childhood or adolescent immunization non-communicable diseases climate change/climate health social welfare environmental protection geohazard mitigation/reduction gender child protection poverty alleviation or other development work either at the national subnational or local government level is preferred.
  3. Work experience in GIS and data visualization on immunization maternal child and adolescent health nutrition communicable or non-communicable diseases or other related portfolios will be an advantage.
  4. Experience(s) with childhood adolescent immunization or HPV vaccination-related programs or projects is a plus.

C. Technical and Functional Capacities

  1. Good understanding of GIS mapping geospatial data analysis data visualization techniques and data management
  2. Strong understanding of health-related concepts and data sciences
  3. Strong interpersonal and communication skills
  4. Ability to work under pressure prioritize tasks schedule and balance workloads in the face of conflicting and uneven demands
  5. Proficiency in Microsoft Office software applications e.g. Outlook Word Excel PowerPoint etc.
  6. Proficiency in GIS mapping software or websites (i.e. Tableau ArcGIS (Esri) QGIS Health Mapper MapChart other GIS- and data visualization-related software or websites etc.)
  7. Should be able to identify and solve problems that may arise during administrative and logistical processes
  8. Should have excellent attention to detail to ensure that all administrative and logistical tasks are complied accurately and efficiently
  9. Should be able to manage multiple tasks at once and prioritize tasks based on urgency and importance
  10. Experience in technical report and proposal report writing with good communication skills and
  11. Excellent oral and written communication skills in English and Filipino.

D. Other requirements

  1. Able to travel and report to the Jhpiego Philippines Country Office in Quezon City
  2. Ability to attend virtual meetings/calls beyond office hours (only as needed)
