Job Summary

A vacancy has arisen for a Group Captain (Any Profession) to serve as Inspector Land Safety at RAF Honington on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS) with an initial proposed start date of 07 September 2026 (or earlier/later subject to candidate status but not before 04-Jul-2026).

The Inspector Land Safety (ILS) is responsible for providing specialist oversight assurance and governance across the full breadth of Land Safety activity within the RAF. The post ensures that all land-based training exercising and activity is designed planned and delivered safely in accordance with statutory legislation Defence Safety Authority (DSA) regulations and Defence Health Safety and Environmental Protection (HS&EP) Policy. This role is offered under a hybrid working arrangement where the successful candidate will have the opportunity to work within a 1 hour transit time of one of the 3 main Safety Centre Hubs RAF Honington RAF Cranwell or RAF High Wycombe.

The Land Safety domain encompasses all RAF activity conducted on the ground where personnel equipment training systems or infrastructure are exposed to risk. This includes:

  • Safe design planning and delivery of training from Phase 1 individual training through all Phase 3 specialist training to collective training and exercising.
  • Regulation certification licensing and assurance of RAF Land Ranges and Fieldcraft Training Areas including temporary exercise locations in UK and overseas.
  • Assurance of Military Working Dog activities ensuring safe systems of work and compliance with relevant regulations.
  • Assurance that complex specialist military equipment is both safe by design and safe to use including through-life management integration and operational usage.

Large areas of the Land Safety operating environment fall under DSA many cases Derogations Exemptions or Disapplications apply or the Regulators have determined that statute alone does not provide sufficient controls. The ILS must therefore ensure that safety governance documentation and assurance meet the highest standards required for safe delivery.

The role requires:

  • Deep understanding of DSA regulatory frameworks particularly DLSR and DOSR requirements and their application to RAF land-based activity.
  • Strong knowledge of UK legislation relevant to training workplace safety environmental protection and the operation of specialist military systems.
  • Ability to interpret complex training exercising and equipment risk profiles and translate them into practicable enforceable safety controls.
  • Confidence to challenge commanders delivery organisations and contractors ensuring safe outcomes across diverse training environments.
  • Clear concise communication and the ability to coordinate assurance across multiple disciplines and stakeholder groups.

Responsible for:

  • Range Approving Officer and Fieldcraft Training Area Approving Officer for all RAF Land Ranges and FTA.
  • As the RAF Land representative sits on the Defence Range Safety Committee.
  • Maintaining a high-level oversight of safety activities and safety occurrences within the Land Environment that are not covered in another RAF Safety Inspectors AOR.
  • Directing Land Environment 2nd Party Safety Assurance across the Air TLB where that assurance is not conducted by the other Safety Inspectors assurance teams.
  • Coordinating oversight of the safety activites and safety occurrences within the Land Environment which span multiple Functional Safety domains.
  • Maintaining a Safety assurance picture across the Land Environment including analysis of cross-cutting risks.
  • Informing Inspector Safety (RAF) of the Land Safety assurance picture and Land Safety Management System performance at Quarterly Safety Assurance Reviews.
  • Developing an understanding across the AIR TLB of the scope of the Land Environment. Cohere Land Safety across all Functional Safety domains within the Land Environment and for elements of Land Safety (especially Land Systems Safety) which are not already covered by other RAF Safety Inspectors.
  • Assessing whether all Land Environment Safety risks are appropriately managed through Duty of Care (DoC) arrangements and the DH chain where appropriate and comply with legislation and all applicable regulation whether civil or Defence issued.
  • Providing Land Environment Safety support in the form of AIR TLB specific safety management policy and guidance for inclusion in AP 8000.
  • Promoting the AIR TLBs Total Safety Culture and deliver a Land Safety Promotion Strategy.
  • Delivering a Land Environment Safety Annual Assurance Report to Inspector Safety (RAF) at the end of each financial year.
  • Assessing whether the AIR TLB SEMS is understood enacted and delivered at all levels across the Land Safety Domain.
  • Assessing the performance of Land Environment Safety occurrence reporting investigation and information management.
