Job Summary

Amazing Director Opportunity!

The Director of Finance & Administrative Services provides executive leadership for the utilitys Accounting & Finance and Supply Chain Services departments. This role is responsible for developing and executing financial strategy ensuring regulatory compliance and supporting the long-term financial stability of the municipal utility. The position works closely with the General Manager and leadership team to guide strategic initiatives and financial planning.

Key Responsibilities Include:

Financial Strategy & Management

  • Lead all accounting financial reporting budgeting forecasting and payroll operations.
  • Manage investment portfolios debt issuance and municipal bond financing.
  • Oversee long-range financial planning and capital investment strategies for electric water and telecommunications utilities.
  • Direct cost-of-service studies and rate design for electric and water services.
  • Develop and monitor cash flow projections and financial performance metrics.

Supply Chain & Procurement

  • Oversee purchasing inventory management and procurement processes.
  • Direct fuel supply procurement including coal and natural gas for electric generation.
  • Manage contracts related to fuel transportation and energy supply logistics.

Governance & Leadership

  • Present financial reports and recommendations to the Board of Trustees.
  • Chair the Board Audit/Finance Committee and prepare meeting materials.
  • Maintain relationships with auditors bankers bond rating agencies and financial advisors.
  • Serve as a key advisor to executive leadership on financial matters.

Organizational & Team Leadership

  • Lead and develop finance and supply chain teams.
  • Set departmental goals monitor performance and support staff development.
  • Support strategic planning initiatives and continuous improvement efforts.

Risk & Compliance

  • Oversee internal controls financial audits and regulatory compliance.
  • Manage insurance programs and enterprise risk management.
  • Ensure compliance with GAAP GASB and relevant utility regulations.

Qualifications:

  • Bachelors degree in Accounting or Finance (CPA or MBA preferred).
  • 8 years of progressive financial management experience ideally in a utility or municipal environment.
  • Knowledge of:
  • GAAP and GASB accounting standards along with FERC regulations
  • Municipal bond financing and investments
  • Utility rate structures and cost-of-service studies
  • Electric market structures such as MISO
  • Strong leadership financial analysis and communication skills
