Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels Belgium.
The NCIA provides a wide range of services including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect deny and defeat threats to its communication networks.
- Information Management: The NCIA manages NATOs information technology infrastructure including its databases applications and servers.
Overall the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and when required stand together in the face of attack under Article V.
To provide these critical services in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
- Subject matter expert on creating a corporate multimedia archiving system for the JWCs multimedia content (photography and videography) produced in the last 20 years.
- This work predominantly involves development of the JWCs visual information database including the archiving and categorization of still photography and video content (2003 - present) with metadata.
- Prepare thematic categorization of the JWCs recent and current photography and video content.
- Prepare a comprehensive effective and easy-to-use digital archive for the JWC.
- Select edit (colour/image size/OPSEC) and categorize the best multimedia content for internal/external release.
- Ensure that the digital archive system is sustainable which enables easy use and maintenance for the PAO team.
- Support the launch of the JWCs official Flickr channel (online photo management and sharing application) based on previously PAO-selected themes
- Provide high-quality photographic and videographic support to PAO in support of the JWC mission especially during JWC-directed exercises
- Train PAO staff on quick video production capabilities for snap interviews Liaise closely with NATO Archives and HQ SACT multimedia experts to ensure compliance with NATO standards and best practices and support respectively.
- Other tasks utilizing contractor experience/qualification/skill set within the scope of PAO Support as directed by COTR.
Essential Skills Experience and Certifications
- Minimum of one past performance citations within the last 5 years to show that Supplier/Supplier Personnel has successfully completed work that is like or directly traceable to the role requirements.
- At least 2 years practical Job-related experience in multimedia archiving related work
- At least 2 years of employment in multimedia production (photography and videography)
- Bachelors degree (equivalent) or higher in photo/videography multimedia production and multimedia archiving. 3 Years of practical employment experience is accepted in lieu of bachelors degree
- Provide details of the ability to collaborate successfully within a team adopt a problem-solving approach to work and the ability to work under pressure.
- Minimum of 1 year experience creating and managing photography/video- based social media platforms. Examples: Flickr Youtube Facebook or X (For reference only non-disqualifying)
- Provide details of experience within the last 5 years facilitating small training sessions on photography and videography transferring knowledge of skills.
- Provide details of at least 1 project completed within the past 5 years which involved digital archiving; and one photography or video production as well as online presentations or online presence. (Such as professional photo/video- focused social media content)
- Fluent In English (Listening Speaking Reading and Writing) (STANAG 6001 Levels at least 3333)

Working Policy
- Full-time on-site working policy.
- Workdays are Monday-Friday with working hours between 07:30 and 15:30 (8 hours per day) (local time) for routine operations.
- Extended working hours may be required to support JWC POW in excess of 8 hours per day which will be communicated and pre-agreed in writing. Also cccasional weekend working may be required in accordance with JWC POW.
Travel
- Occasional travel to other NATO sites may be required.
Security Clearance
- Valid NATO Secret or National personal security clearance.
