Job Summary

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the worlds busiest and most highly skilled emergency response agency. The FDNY comprised of approximately 17000 employees in uniformed emergency medical services and civilian Departments main goal is to provide fire protection emergency medical care and other critical public safety services to residents and visitors in the five boroughs. The Fire Department of the City of New York (FDNY) is seeking a full-time Associate Staff Analyst (or an equivalent title) to serve as Supervisor of the Benefits and Leave Unit in the Bureau of Human Resources. This position reports directly to the Senior Director of HR Benefits and Leave Unit. Responsibilities include but are not limited to:
-Supervise staff within the Benefits and Leave Unit and make recommendations to the Senior Director for approval regarding leave requests including FMLA Paid Family Leave (PFL) Paid Parental Leave (PPL) and Child Care.
-Assist the Senior Director with managing retirement calculations resignations Medical Leave SLOAC advanced times and grants.
-Ensure compliance with applicable laws and policies including the Americans with Disabilities Act (ADA) Family and Medical Leave Act (FMLA) Workers Compensation regulations and other federal state and city rules.
-Monitor Section 71/73 terminations and provide recommendations to the Senior Director as needed.
-Act as a liaison with internal units such as Payroll/Timekeeping Legal/General Counsel Bureau of Investigations & Trials (BITS) Bureau of Health Services (BHS) Labor Relations and Absence Control regarding leaves employee/member transactions and requests.
-Collaborate with the Department of Citywide Administrative Services (DCAS) on leave and benefits policy updates and Department guidance.
-Review research and interpret benefits and leave policies rules laws and regulations providing guidance to HR staff employees and supervisors.
-Maintain accurate records and produce metrics reports and analyses regarding leave and benefits activities.
-Support process improvements to streamline operations within the Benefits and Leave Unit.
-Perform other related human resources duties as assigned.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.

associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in 1 above.

4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in 1 above.

5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
