Background
The United Nations World Food Programme (WFP) is the worlds largest humanitarian organization saving lives and changing lives delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. For its efforts to combat hunger contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war and conflict WFP was awarded the Nobel Peace Prize in 2020.
WFP has been present in India since 1963 evolving from a provider of food to provider of technical support for sustainable food and nutrition security in changing climate. Since 2013 WFP India has been focusing exclusively on contributing to the Government of Indias efforts in achieving the SDG-2 targets. Through its current Country Strategic Plan (CSP 2023-2027) WFP is supporting the Government of Indias efforts in achieving SDG2 the sustainable food and nutrition security for all. Under the Strategic Outcome 4 (SO4) of the CSP WFP primarily supports enhancing the capacities of stakeholders in climate adaptation resilience building and Disaster Risk Reduction (DRR) based on global best practices
As a part of expanding our portfolio WFP is seeking to hire a short-term consultant for developing a Funding Request Proposal for the Barbados Implementation Modalities (BIM) under the Fund for Responding to Loss and Damage (FRLD). This will be based on concept WFP presented to the Ministry of Environment Forest and Climate Change on 26th February 2026 (Annex 1). The concept focused on Building climate resilient food and livelihood systems in Tribal hill communities of the Indian Himalayan Region (IHR). It focused on the drying of spring shedsan example of a slowonset climatedriven impactwhich has already caused measurable economic losses (livelihood erosion reduced agricultural productivity) and significant noneconomic losses (loss of cultural landscapes traditional knowledge systems and social cohesion). As managing these losses exceed the adaptive capacities of affected mountain communities in North-East India i.e. in hill districts of Assam and Meghalaya and in future can represent permanent or longterm loss engagement through the FRLD offers an opportunity to strengthen their ability to cope with and recover from longterm climate impacts.
Objective
The overall objective is to develop a comprehensive Funding Request proposal under BIM for FRLD based on a robust climate risk and loss & damage assessment for Northeast India (focusing on Assam and Meghalya). This includes conducting stakeholder consultations and preparing the full project proposalcovering the Monitoring evaluation and learning (MEL) plan budget alignment criteria and implementation arrangementsin full alignment with BIM guidelines and funding template (Annex 2).
The position will report directly to the Head- Climate Resilience Sustainable Food Systems with overall guidance from the Deputy Country Director.
The position will work remotely with a weekly update call with the supervisor. The position will also require to undertake travels to Assam and Meghalaya for various consultations and working with the state governments.

The assignment will begin on March 16 week and with a validity till final submission on April 30 to MoEFCC followed by to the FRLD board and incorporation of any final feedback. The proposed activities and timelines till 30th April 2026 are shared below:

The selected agency/consultant is expected to closely engage with WFP team and keep them updated via fortnightly emails and meetings (as required). Key deliverables for the assignment include:
1. Secondary research key findings (PowerPoint presentation)
2. Report on state consultations (virtual and inperson) and field work
Includes: meeting minutes registration PowerPoint presentation and draft funding request proposal
3. Draft and Final Funding Request Proposal
As per BIM template along with Detailed Project Costing (Excel)
4. Final PowerPoint presentation and responses to queries by FRLD (if any)
5. Postsubmission queries clarifications and revisions
