Job Summary
The House of Commons Finance Services is currently looking to staff the Manager Budgeting and Costing position.
The Manager Budgeting and Costing is responsible for leading the operational delivery of the House of Commons corporate budget planning cycle. This includes preparing budget parameters consolidating service area submissions reconciling operating plans with approved funding envelopes and overseeing quarterly monitoring and reporting of financial performance. The role provides corporate leadership in budgeting financial planning and financial analysis ensuring that processes tools and controls comply with governance requirements and support transparency stewardship and evidence-based decision-making.
Additionally you will serve as the Finance lead for budget planning and costing supporting senior management and decision-making through effective analysis. The role ensures that service areas are equipped to develop operating plans aligned with approved guidelines.
You will also supervise a team of professionals to deliver consistent clientfocused financial services that align with corporate priorities policies and authorities.

Qualifications :
Education:
- Successful completion of a bachelors degree with specialization in accounting finance business administration or commerce OR an acceptable combination of education training and relevant experience may be considered;
- Chartered Professional Accountant (CPA) designation.
Experiences:
- Extensive experience managing corporate budgeting processes including budget consolidation monitoring forecasting and the management of appropriations;
- Extensive experience in financial analysis variance and trend analysis and the development of funding strategies to address emerging pressures and operational priorities;
- Extensive experience developing and implementing costing methodologies financial models and decision-support tools;
- Experience preparing and presenting financial reports briefing materials and strategic recommendations to senior leadership;
- Experience assessing financial frameworks policies and systems and implementing process improvements;
- Significant experience managing human and financial resources within a complex organizational environment.
Assets:
Experience in the preparation of Main and Supplementary Estimates corporate expenditure forecasts and related parliamentary reporting.
