FLSA STATUS: Non-exempt

CLASSIFICATION: Non-Personnel System; Serves at the discretion of the Tax Commissioner.

PAY GRADE: 111

SAFETY SENSITIVE: No

Purpose of Job

The purpose of this job is to receive tax payments maintain computer records assist the public with tax related questions and utilize specialized skills when assisting others in the Tax Commissioners Office. Duties and responsibilities include but are not limited to receiving answering or referring requests procedurally evaluating and assessing tax matters.

Job Related Requirements

WORK SCHEDULE: 8:00 AM to 5:00 PM Monday through Friday excluding ACCGov holidays.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

High school diploma or equivalent with three years of clerical accounting paralegal or related experience required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.

Associates Degree in Accounting or related discipline preferred.

Essential Duties Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Assists taxpayers by explaining laws procedures etc. solves problems or refers problems to proper person or agency.

Receives and processes payments for real and personal property; intangible properties and timber tax; verifies tax amount; records payments into a computerized financial system; assumes responsibility for all cash check and credit/debit card payments processed.

Handles all aspects of the property tax collection and processing including but not limited to assisting the public with questions and research calculating tax amounts penalty and interest interpreting records for public and assisting public with computer inquiry.

Receives and processes Homestead and real estate tax returns.

Audits Homestead files through research and evaluation.

Prepares Administrative Change Forms based on research and analysis of property ownership exemption status mailing address tax district legal description etc.

Handles and files mail correspondence and researches returned mail for collection of taxes and data update.

Instructs the general public in the use of cross reference books tax digest and computer inquiry.

Assists public with information regarding the calculation of tax amounts and distributions of tax dollars.

Updates exemption status and mailing addresses based on data compiled during return season.

Maintains integrity of homestead application files and tax bill reproduction of same.

Ascertains overpayment recipient through analysis of previous payment history and current transactions.

Releases tax fifas; notifies taxpayer by mail for payment of personal intangible bills and fifa notices.

Audits property owner qualifications based on obituary examination and court orders.

Accepts reimbursement for returned checks. Transfers funds to accounting for further processing

Files copies of marriage licenses death certificates letter testamentary and wills.

Files alphabetically all envelopes received from payments postmarked after due date.

Processes outgoing mail in absence of Budget Specialist.

Performs other related duties as required.

Knowledge Skills and Abilities
Knowledge of the policies procedures and activities of the Tax Commissioners Office as they pertain to the performance of duties relating to the position of Property Tax Representative.

Knowledge of the terminology used within the office.

Knowledge of all functions of the Tax Commissioners Office Tax Assessors Office and the Clerk of Court records division.

Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties of the job.

Knowledge of generally accepted accounting principles.

Knowledge of tax statements and returns mortgage reports deeds property tax rates chart etc. and procedures and methods as required in the performance of duties.

Skill with computer software programs as necessary in the performance of job duties.

Skill with the operation of various office equipment including a computer typewriter copier facsimile machine and calculator.

Ability to compile organize prepare and maintain an assortment of records reports and information in an effective manner and according to office and/or governmental regulations.

Ability to read understand and interpret property tax maps plats and deeds conveying discoveries to the public.

Ability to communicate effectively with supervisors other staff members and the general public.

Ability to use independent judgement in routine and non-routine situations.

Ability to handle required mathematical calculations.

Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Ability to plan organize and/or prioritize daily assignments and work activities.

Ability to comprehend and apply regulations and procedures of the department.

Ability to use moderate discretion on handling emergency situations and use independent judgement when resolving these issues.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIREDTO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer printer typewriter calculator copier facsimile machine etc. Must be able to use body members to work move or carry objects or materials. This position requires: walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.

DATA CONCEPTION: Requires the ability to compare and or judge the readily observable functional structural or compositional characteristics (whether similar to or divergent from obvious standards) of data people or things.


INTERPERSONAL COMMUNICATION: Requires the ability to hear speak and/or signal people to convey or exchange information about complex issues to the intellectually impaired. Includes receiving assignments and/or directions from supervisors.


LANGUAGE ABILITY: Requires the ability to read a variety of tax statements and returns mortgage reports tax rates chart and informational documentation directions instructions and methods and procedures. Requires the ability to prepare tax bills mortgage lists receipts and other tax related documents using prescribed formats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak to people with poise voice control and confidence.


INTELLIGENCE: Requires the ability to learn and understand accounting principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgments in the absence of management.


VERBAL APTITUDE: Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative technical or professional languages including tax law and real estate terminology.


NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize determine percentages; interpret graphs; compute interest. Performs calculations involving variables square roots and polynomials.


FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length width and shape visually with office equipment and tools.


MOTOR COORDINATION: Requires the ability to coordinate hands fingers and eyes accurately in using office equipment. Requires the ability to use the keyboard lift bend push and pull objects or materials using body parts as the position necessitates.


MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a computer printer typewriter etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.


COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.


INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when dealing with the general public.


PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear).
