Position Information

Revitalizing Homes Strengthening Communities

The Department of Community Services Community Assistance (Section 8) Division is hiring anUrban Rehabilitation Inspector I. The position is responsible for conducting inspections identifies deficiencies outlines corrective actions and ensures that property owners comply with provisions of the Housing Quality Standards of the Section 8 Housing Choice Voucher Moderate Rehabilitation Homeownership and new construction programs.

What You Will Do:
  • Conduct Section 8 housing inspections to ensure units meet Housing Quality Standards (HQS).
  • Document deficiencies and perform follow-up inspections to verify compliance.
  • Conduct damage and move-out inspections and assist with landlord-tenant disputes.
  • Prepare and submit inspection reports and correspondence in a timely manner.
  • Research and compile rent comparison data and generate rent comparable reports for leasing approval.
  • Performs other duties as assigned.

Special Working Conditions:
  • Personal vehicle required to drive to various locations to inspect housing units.
  • Ability to climb stairs and step ladder ability to kneel to inspect and ensure that deficiencies have been corrected.
  • May need to crawl to check crawl space beneath structure.

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from high school.Responsible work experience which demonstrated the ability to perform the essential functions of the job may be substituted for education.

EXPERIENCE REQUIREMENT:
Two (2) years of experience in inspecting or supervising building construction work.

Applicable Skills:

  • Knowledge of materials work practices and processes used in construction and maintenance of structures and appurtenances.
  • Knowledge of Federal State and local laws codes ordinances and standards relating to construction
  • Knowledge of building and related codes and ordinances of the City and County of Honolulu.
  • Ability to detect property deficiencies and make sound recommendations for improvement.
  • Ability to interpret and apply plans and specifications building and related codes.
  • Ability to understand laws rules and regulations pertaining to construction and rehabilitation.

LICENSE REQUIREMENT:
Possession of a valid drivers license (type 3/automobile) prior to appointment.
