JOB TITLE: Aviation Safety Officer ASO
TYPE OF CONTRACT: CST L2 - WAE
UNIT/DIVISION: Aviation Safety Unit (POA)
DUTY STATION (City Country): Admin D/S Rome - Working remotely
DURATION: 11 months - 120 Days - WAE


BACKGROUND AND PURPOSE OF THE ASSIGNMENT:


ASU is currently very short-staffed due to retirements abolishment of posts and multiple vacant positions making it difficult to complete essential safety work for the organization. This initial appointment is therefore critical to address the most pressing issues within ASU.
The Aviation Safety Officer role is key to strengthening WFPs aviation safety framework and ensuring compliance with UN and WFP standards during this transition period. With unfilled posts including a P4 in HQ a P4 in West Africa and the recent retirement of an experienced safety officer ASUs capacity is severely limited.
At the same time safety events are concerning: near-misses involving drones and aircraft technical issues causing occurrences delayed safety work and other concerns demand urgent action. This position will provide specialized expertise in safety analysis risk management and operator evaluations to mitigate these risks.


Additional priorities include:
Replacing outdated occurrence software and managing the transition to a new ICAO/EASA-compliant system.
Developing RPAS safety standards as demand for drone operations grows in humanitarian contexts.
Enhancing oversight in West Africa where no dedicated safety officer is currently in place also support the DRC safety oversight work; French language skills will be an asset.
this temporary role is essential for maintaining a robust aviation safety system and supporting WFPs mandate to provide common air service to the humanitarian community.


ACCOUNTABILITIES/RESPONSIBILITIES:


1. Maintain and strengthen WFPs aviation safety framework during ASUs transition ensuring continuity despite staffing gaps.
2. Ensure compliance with UN and WFP aviation safety standards addressing increased safety events and technical occurrences.
3. Provide expert support in safety analysis risk management investigations and operator evaluations to identify and mitigate risks.
4. Lead the transition to a modern occurrence reporting system coordinating with ICAO/EASA and promoting effective use for safety analysis.
5. Develop RPAS safety standards and processes to ensure safe integration of drone operations in humanitarian contexts.
6. Enhance safety oversight in West Africa engaging French-speaking stakeholders to strengthen communication and performance.
7. Drive proactive risk mitigation to safeguard WFPs air operations and uphold its mandate for safe reliable humanitarian air services.

DELIVERABLES AT THE END OF THE CONTRACT:


Successful transition to ECCAIRS 2.0 occurrence reporting system ensuring full functionality and staff adoption.
Completion of assigned safety risk evaluations within agreed timelines.
Delivery of safety analysis and risk management tasks including investigations and reporting.
Achievement of required WFP safety risk evaluation training levels with satisfactory results.
Development of RPAS safety guidelines in collaboration with ASU team members to support safe drone operations.


QUALIFICATIONS & EXPERIENCE REQUIRED:


Education:
Degree in aeronautical engineering aviaion safety or aviaion management


Experience:
Have had a minimum of 15 years experience in the aviation industry. Experience in aviation auditing safety analysis aviation safety software is required. Knowledge of WFP aviation procedures safety standards and operations is an asset.


Knowledge & Skills:
Has successfully completed an Aviation Safety Management and working with industry and addition Accident Prevention & Investigation qualification and experience and/or Quality Management experience with organizations and/or authorities is preferable.
Other as indicated in the respective GJP.


Languages:
English and French level C (working language).
