JOB TITLE: Monitoring and Evaluation Advisor

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the worlds largest humanitarian agency fighting hunger worldwide. We are currently seeking a short-term professional to fill the position of a Monitoring and Evaluation Advisor at the PPGR service at WFP headquarters in Rome Italy.
The goal of WFP supported climate change adaptation and resilience activities is to enable vulnerable people and communities as well as the governments that serve them to address the impacts of shocks on food security and nutrition and increase resilience to climate shocks and stresses. To achieve this WFP has developed a number of programming approaches resources and partnerships.
Evidence and learning are crucial for the World Food Programmes (WFP) climate and resilience programs as they enable informed decision-making and enhance program effectiveness. By systematically measuring the impact of resilience initiatives WFP can identify best practices and areas for improvement ensuring that interventions are tailored to the specific needs of vulnerable communities facing climate-related challenges. Furthermore generating robust evidence supports accountability and transparency fostering trust among stakeholders and ensuring that resources are used efficiently to build sustainable resilience against future shocks
ACCOUNTABILITIES/RESPONSIBILITIES:

the direct supervision of the PRGR Chief of the Resilience Livelihoods Evidence andLearning Branch the Monitoring and evaluation advisor leading the Evidence and Learningteam will have the following responsibilities:
guidance to country offices and regional bureaux on how to integrate climate andresilience actions into the Theories of Change logical frameworks and monitoring systems ofsecond generation CSPs.
country offices to ensure that the CSP monitoring review and evaluation plans providethe most relevant and strategic information on expected results of climate and resilience actionswhile ensuring compliance with WFP monitoring requirements and integration into corporatesystems.
the production of monitoring reports tracking outputs progress of activities and theiroutcomes and make monitoring and review findings accessible developing innovative user-friendly and informative products.
technical assistance to country offices especially those implementing projects witllGCF/AF funds implementing resilience programmes risk transfer and forecast based financeactions last-mile climate services and energy projects to ensure adequate implementation ofsurveys quality control of data collection data processing and reporting of baselines/outcomeand PDM surveys.
monitoring information to provide advice and support evidence-based decision-making policy strategy programme design and implementation.
country office and regional bureau project design and monitoring capacity for climateaction through design and delivery of trainings and information sharing.

8. Support research initiatives of the unit on climate action and risk finance and assist with guiding and reviewing methodology and/or reports from externally contracted reviews or impact evaluations.
9. Prepare synthesis reports lessons learned on resilience measurement and outcome monitoring to inform corporate annual report and specific technical annual reports.
10. Participate in PD technical working groups on Monitoring to support enhancement of WFPs monitoring and analysis frameworks share best practices and lessons learned between technical and programme areas and facilitate coherence of monitoring practices across Divisions.

DELIVERABLES AT THE END OF THE CONTRACT:
Countries have adopted harmonized and rigorous M&E systems tools and reports for climate and resilience actions.
Reports briefs research proposals and reports from climate and resilience programs are produced and/or reviewed.
Technical support provided to second generation of Country Strategic Plans (CSP) to include a harmonized resilience lens.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree or university degree in one or more of the following disciplines: Social Science Sociology Economics or Development Studies or another related subject
Experience: At least 13 years of post-graduate progressively responsible experience in monitoring and evaluation and strategic planning
Knowledge & Skills: Work experience in food security vulnerability and livelihood analysis needs assessments and setting up of monitoring and evaluation systems required. Work experience in rural development and agriculture with a focus on smallholder farming value chain analysis and natural resource management desirable. Active engagement in global resilience measurement debate
To perform the wide range of tasks and excel in this position the ideal candidate would also possess: experience in project management including the definition and implementation of monitoring and evaluation frameworks; experience in managing research food security or needs assessments; and experience working in a WFP regional bureau or country office.
Languages: Proficiency in both oral and written English is a must French or Spanish are additional assets.
