About Us

The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction purchasing and contracting for goods and services maintaining facilities managing state vehicles acquiring and disposing of real property and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally the department manages many of the states advocacy programs that provide assistance and services to diverse segments of the states population that have been traditionally underserved.

Description of Work

The primary purpose of this position is to inspect State-owned facilities for compliance with the safety requirements of the State Electrical Code NC Building Code and to assist agencies as requested in applications of the safety requirements of the Code. These inspections are made by testing the various circuits and equipment with volt meters ohm meters meggars and various other test equipment and by visual inspection of the installation to determine proper compliance. These examinations and testing of electrical installations involve checking the conductors for proper current-carrying capacity and proper insulation as well as determining if the terminations and connections of conductors to the equipment are suitable for the installation. Inspection will determine if the motors fixtures conduit switches HVAC equipment and other equipment are properly sized and that the material is suitable for the installation and that the installation complies with the State Electrical and NC Building Codes. Additional duties will include writing inspection reports and electrical safety recommendations as well as serving as an arbitrator between different parties to resolve differences between owners designers and contractors. Other duties may be assigned as needed to monitor the construction phase of the capital improvement projects for compliance with approved plans and specifications. Assures proper performance/compliance per contract of both designer and contractor(s) on construction projects. Aid the owning agencies statewide on active and planned construction projects. Approve change orders on assigned projects after assuring need and cost is appropriate. Accepts by inspecting construction projects at completion for State of North Carolina and mediates disagreements/claims (per NC General Statute 143-128). Inspectors issue reports following inspections to guide the project to a successful final inspection.

Knowledge Skills and Abilities/Management Preferences

This position shall have knowledge of building construction basic accounting logic National and State Codes/Standards State Laws relative to construction analytical rationale and public relations. Considerable knowledge of principle and practices of electrical engineering as they apply to the construction and maintenance of building systems is preferred. Western North Carolina is the territory but must be able to travel to support the work of other inspectors throughout the state.

CONDUCTING ELECTRICAL INSPECTIONS ON STATE-OWNED PROPERTY
This involves examination of electrical equipment and materials inspection of installation methods and testing of electrical systems for compliance with State Electrical and Fire Codes. These examinations require:
checking for approved third-party listing and labeling of electrical equipment such as UL labeling.
checking for proper clearances working spaces conductor sizes and overcurrent protection ratings conduit and conduit sizing
verifying suitability of cable terminations and connections to electrical equipment
verifying conductor voltage drops operation of transfer switches and GFCI protection using electrical test equipment such as voltmeter ohmmeter meggers as necessary. Coordinate with design engineers on compliance issues.
Examinations are made at the various construction stages including temporary power trench inspection above ceiling rough-in and final. Attend monthly construction meetings for coordination and scheduling.
WRITING REPORTS
Prepare inspection reports that are complete and provide adequate detail for contractor to correct any deficiencies. Upload reports in Interscope project environment. Prepare monthly report to track inspection types quantities and travel mileage between inspection sites. Upon final inspection of electrical work provide Electrical Certificate.
RENDERING CODE INTERPRETATIONS
Maintain strong working knowledge of NC Electrical Code in order to efficiently enforce and render official NC Electrical Code interpretations for state of North Carolina.
Provide directives to contractors on problem solving.
ARBITRATION
Inspections are made on public and private property when differences of opinions arise between owner and contractor in regard to State Codes and General Statutes. On these calls employee serves as arbitrator between the different parties to resolve the differences. Sometimes this can be accomplished by telephone letters and diagrams. Responsibilities involve conferences with architects engineers contractors and inspectors on various electrical installation code problems in the field. Correspondence concerning inspection reports between architects engineers manufacturers and contractors on electrical problems.
OTHER DUTIES AS ASSIGNED BY SUPERVISOR
Participate as expert witness on construction claims. Perform other duties related to the State Construction Office as assigned by the positions immediate supervisor or the Director. Determine assignment requirements and proceed with activities required to complete the assignment.

  • Maintain working relationships with officials committees representatives both in the private and public sectors. Constructive and appropriate relationships with construction community working on State projects.
  • Ability to prepare and review complex engineering technical plans for completeness compatibility compliance with engineering principles standards codes and design; ability to approve or disapprove the project in accordance with the law.

Minimum Education and Experience

MANAGEMENT PREFERENCE:

  • Possession of additional Level III Standard Certificates issued by the North Carolina Inspector Certificates issued by the North Carolina Code Officials Qualification Board.
  • The preferred applicant will have knowledge and/or experience in electrical inspections; have knowledge of specific codes and construction processes as they relate to electrical inspections. Application shall have thorough knowledge of the State Electrical and Fire Codes policy and statutory requirements and shall possess the skill and/or expertise to operate electrical equipment used in this field.
  • Engineering degree in the discipline related to the area of assignment or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Necessary Requirements:

  • Bachelors degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • Standard Certification as a Level III Electrical Inspector by Code Officials Qualification Board (Statutory) or NC Professional Engineering License and pre-qualified Level III Electrical Certification.
  • Valid NC Drivers License with acceptable driving record. Out of State Applicants must have valid Drivers License or acquire NC Drivers License within 60 days of hire. Candidate must present proof of a valid NC Drivers License and proof of an acceptable driving record.

Minimum Education and Experience Requirements

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience
OR
an equivalent combination of education and experience. Necessary special qualification requires certification by the North Carolina Code Officials Qualification Board as an Electrical Inspector Level III.

Western North Carolina is the primary location but may require traveling to 17 UNC Constituent Institutions.
