Job Summary

Reporting to the Director of the Centre for Neuroscience Studies the Manager of Operations will provide strategic and operational leadership for the Centre which includes overseeing the administrative operations financial and budgeting processes for the CNS (Centre for Neuroscience Studies) and supporting the Centre in the implementation and operation of its research and training programs. This position is responsible for working with the membership of the Centre to establish both the long- and short-term planning as well as operation planning and acts as a key contributor to increasing the international status of neuroscience research at Queens University. The individual will lead the teams in the CNS in identifying knowledge and operational gaps and develop strategies to further promote the existing programs and new initiatives. The responsibilities also include financial planning forecasting facilities management health and safety marketing and communications.

Job Description

KEY RESPONSIBILITIES:
Human Resources Management
Oversee the administrative operations for the CNS by providing effective staff leadership overseeing official initiatives setting priorities and agendas to meet faculty staff and trainee needs while identifying and resolving issues in a timely manner.
Plans prioritizes and manages the work of employees providing strategic and tactical advice guidance and coaching. Identifies the need for staff resources participates on staffing committees and makes effective recommendations regarding employee selection.
Manages performance by establishing performance standards reviewing and evaluating performance and conducting formal performance reviews on an ongoing basis.
Assesses staff training and development needs and ensures that employees receive training required to improve and sustain successful performance.
Investigates addresses and resolves employee/labour relations issues including disciplinary matters. Makes decisions or effective recommendations on matters involving possible discipline discharge and probationary termination.
Participates in the development and implementation of an effective human resources management plan identifying opportunities for improvement and making recommendations to the Director based on analysis and research. Leads
or assists with the development of standardized processes guides manuals and resources for the department.
Identify the need for staff resources and make effective recommendations regarding employee selection. Independent hire of casual employees in support of neuroscience initiatives.
Oversee best practices for the EDIIA Committee within the CNS ensuring collaboration with the Queens University and Health Sciences EDIIA policy and procedure and to promote a culture of inclusion.

Program Administration
Oversee the academic training programs (Graduate Program/Micro-credential Program) which includes identifying need ensuring appropriate delivery and evaluation of these programs.
Provide advice and support to the administrative leads of the Centre to develop linkages between the various committees and initiatives being launched through the research centre.
Coordinate development of publications and promotion materials for use in fundraising student and faculty recruitment.
Sit as an active voting member of all administrative bodies (committees and councils) within the CNS and represent the Director on these committees and working groups to ensure the goals and objectives of the CNS are being met.
Undertake other duties and special projects as assigned in support of the Centre.

Financial Management
Manage all financial activities for the Centre for Neuroscience Studies (CNS) including preparing the annual budget submission operations plans monitoring both operating and research accounts preparing reports interpreting reports investigating and resolving financial anomalies and developing financial strategies for the CNS.
Planning preparation and creation of reports briefing notes presentations policy documents business cases as well as gather and analyze statistical and financial data used for reporting purposes.
Acts as a signatory on all financial transactions for the CNS.
Oversee short- and long-term sustainability plans for the MR Facility in the Centre for Neuroscience Studies which involves working with the Manager MR and Lead MR to develop and aid in the implementation of financial and user plans.
Overseeing the accuracy of purchasing procedures and financial transactions ensuring grant guidelines are adhered to with respect to granting councils and research funds.
Independently seeks and applies for grant funding from internal and external sources to support various programs within the CNS. Work with Lead positions in the CNS to establish partnerships with neurotechnology companies in support of the micro credential program in Neurotech. This includes implementing legal agreements with provincial and federal funding agencies private sector companies and collaborating institutions.
Established effective cost recovery programs to ensure sustainable sources of funding. Including the development of templates aiding the CNS in accurately reporting and collecting costs owed.

Operations and Facilities Management
Coordinate space needs and requirements and facilitate faculty staff and trainees with space requirements.
Manages the operations of the centre.
Prepares all reports for the Director which includes but is not limited to strategic plans directions and priorities.
Oversee outreach programs with community resources.
Oversee the communication strategy identify need and create policy within the CNS to rise the profile of neuroscience research at Queens University and at the national and international levels.
Act as the resource person for both the university and external community with respect to all administrative or space issues.
Perform Safety Officer duties Chair the Safety Committee and advise Deputy Safety Officers in the infrastructure on safety issues resolving issues as they arise.
Sit as an active member of the various Construction/Renovation committees to ensure operations are maintained during construction addressing any issues as they arise.
Coordinate new and existing space for the CNS negotiating renovations and upgrades with respect to the specific research project.
Oversee IT support to ensure that Centre website is kept accurate up-to-date and in keeping with current standards.

REQUIRED QUALIFICATIONS:
University degree in a relevant field
Masters degree in a relevant field would be considered an asset.
Several years (5 to 10 minimum) of progressively responsible management experience overseeing administrative operations including people management financial management and project management.
Demonstrated experience preparing budgets interpreting financial information preparing reports and managing accounts.
Demonstrated experience in strategic planning and operational support.
Demonstrated managerial experience with strong leadership and team development skills.
Demonstrated project management skills.
Experience conducting research and drafting proposals and business cases.
Familiarity with Queens University financial policies and procedures would be considered an asset.
Consideration will be given to an equivalent combination of education and experience.
