Casualty reporting and notification processes are co-ordinated by the Joint Casualty and Compassionate Centre (JCCC) and take precedence over all but the most urgent operational and security matters. However within this framework the single Services (sSs) are responsible for the provision of Casualty Notification Officers (CNO) and Visiting Officers (VO) and for the follow-on welfare support for service personnel (SP). The SO2 Royal Navy Casualty Cell (RNCC) works within People Support (PS) as the single Notifying Authority (NA) and a mass casualty RN Casualty Activation Centre (RN CAC) capability. The RNCC provides the training of Casualty Notification Officers (CNOs) and Funeral Officers (FOs) maintains nationwide CNO/FO databases and allocates CNOs/FOs to task. It liaises with RN Family People Support (RN FPS) to ensure Visiting Officers (VOs) are allocated.
Responsibilities
The SO2 RNCC is directly accountable to SO1 OSM TRiM & Casualty Assistance.
The post holders primary purpose is to manage all matters pertaining to the notification process for all EC (Emergency Contact) and NOK (Next of Kin) (if applicable) for RN/RM (including support to HQ Director Special Forces (DSF)) casualties including appointing a CNO Chaplain (or Assistant CNO) a Funeral Officer (FO) and a VO (in conjunction with RN FPS) whilst complying with guidance contained within JSP 7511.
In relation to casualty notification the post holder is to:
- Act as the point of contact for the management of all RN casualties reported by the Joint Casualty and Compassionate Centre (JCCC).
- Administer and track all active Notifiable Casualty Signals and manage the Defence Suicide Register for the the role of Duty Casualty Officer (DCO).
- Assist in the development and application of Tri-Service and single Service (sS) casualty notification and tacking policy.
In relation to mass casualty the post holder is to:
Be OiC and lead the administration for any Mass Casualty incidents along with the initiation and activation of the RN Casualty Activation Cell (CAC) when deemed necessary.
In relation to training the post holder is to:
- Organise and deliver CNO/FO and other external Cas Mgt training courses and presentations to meet the requirement of 10% trained personnel across the RN. This includes maintaining the currency of presentations the CNO/FO databases and aftercare of SP conducting these duties.
- Conduct regular training for any Mass Casualty incidents including key stakeholders within the CAC.
- Participate in Navy wide exercises in capacity as DCO.
- Provide delivery of external training courses as required.
In relation to assurance the post holder is to:
Generate a formalised assurance policy alongside implementation and delivery of First Party Assurance of the RNCC.
Monitor and track costs to inform annual budgetary forecasting.
In relation to administration the post holder is to:
- Act as DO for all RNCC WOs.
- Attendance at Joint and tri-service working groups to develop and support Defence Policy and provide RN input to JSP 751.
- Be the subject matter expert on people support and aftercare around the management of deceased SPs. This support to repatriation for overseas fatalities with JCCC (Op BOWDEN) and ceremonial repatriations from operations (Op PABBAY/Op KEIR). SO2 RNCC works closely with SO2 OSM on people support from point of death to inquest.
- Provide support to SO2 OSM and SO1 OSM Trim & Casualty Assistance including all ranks called to give evidence at Coroners Inquests and Judicial Inquiries.
- Oversee any Special and Exceptional Honours corresponding administration for identified personnel.
- Implement agile methodologies across all outputs.
- Carry out any additional tasks allocated by SO1 OSM Trim & Casualty Assistance and Hd People Support.
In relation to secondary roles the post holder is to:
- Deputise for SO1 OSM Trim & Casualty Assistance.
- Oversee the annual review of the RNCC Business Continuity Plan (BCP) and amend where necessary.
Accountability
The SO2 RNCC is accountable to SO1 OSM TRiM & Casualty Assistance and Hd People Support. The SO1 OSM TRiM & Casualty Assistance is the First Reporting Officer and the Hd of People Support is the Second Reporting Officer. The SO1 OSM TRiM & Casualty Assistance will normally conduct Performance Appraisals.
Authority
The SO2 RNCC is authorised to:
- Act as the casualty Notifying Authority (NA) for the RN.
- Liaise with JCCC MoD Departments RN/RM units and establishments other Services authorities and appropriate civilian organisations including the Royal Navy Royal Marine Charity (RNRMC) as necessary to achieve their purposes.
- Conduct duties as Duty Casualty Officer (DCO).
- Sign correspondence and issue administrative orders on behalf of SO1 OSM TRiM & Casualty Assistance and issue correspondence appropriate to their area of responsibility.
- Deputise for SO1 OSM TRiM & Casualty Assistance across all responsibilities.
