JOB CONTEXT:


In Latin America HI is present in Cuba Colombia Ecuador Haiti Honduras Peru and Venezuela and implementing projects at national and regional level.

The projects implemented by HI or through its partners in Latin America are organized into three axes: Inclusive health Protection and Resilience and Social and economic inclusion. HI alsoseeksto provide humanitarianlogisticsservices in support of humanitarian organizations and the humanitarian system.

As part of HIs work in Humanitarian Mine Action (HMA) programming (Land release Risk Education and Victim Assistance) HI isin the process of launchingprojects aiming to support countries concerned. Thus we are currently recruiting for the position of Chief of Operations for Colombian Program.

YOUR MISSION:

Under the line management of theCountry Directorthe Chief of Operations willhave 6 main responsibilities:

Responsibility 1:Operational Implementation Ensure the measurable achievement of theobjectivesset for the projects under responsibility within the framework of internal and external requirements

  • Ensure the implementation of the projects under responsibilityin accordance withproject proposals and assigned budgets.
  • Ensure that the implementation of the projects under responsibilitycomplies withexisting internal and external frameworks.
  • Ensure monitoring evaluation accountability and learning (MEAL) for the projects under responsibility.
  • Ensure the execution of project budgets under responsibility in a planned manner following internal procedures and external requirements.
  • Ensure the logistical management of the projects under responsibility in line with internal procedures and external requirements.
  • Guarantee data management for the projects under responsibility ensuring proper data handling and reporting of results to donors and external stakeholders as well as archiving supporting documentation for these results.
  • Coordinate the teams involved in the projects under responsibilityfacilitatingcoordination meetings with the direct team and other departments or units.
  • Report on the projects under responsibility according to internal and external requirements ensuring the quality of information on project results andsubmittinginternal reports on time andwithhigh quality.
  • Contribute to HIs external influence byparticipatingin relevant networks and spaces as defined together with the Operations Manager for the identification of opportunities and to ensure technical and sectoral alignment.
  • Contribute to the implementation of the defined program/Colombia strategy (StratOp).

Responsibility2:Management-Leadership & personnel management ensuring that the personnel under your responsibility achieve their highest performance and well-being at work

  • Line-manage the projects teammembers.
  • Manage the recruitment andselectionof new teammembers.
  • Ensure strict application and respect of theprogramsInternal Regulations by the projectteam.

  • Be the first administrative/HR focal point for your team: Contribute to the development of your staff by creating the conditions for their engagement professionalism and commitment to HI. Ensure compliance with the Code of Conduct and institutional policies as well as the expected individual and collective mindsetandbehavior.
  • Security and Occupational Risk Management for the projects under responsibility Convey the safety conditions and precautions to be followed by teams ensuring compliance with HI management instructions.
  • According to instructions received from the HR Manager ensure that the necessary measures are applied tocomply withnational standards and HI regulations aimed at reducing occupational risks.
  • Inform or consult promptly with the Security Advisor HR Manager and Operations Manager in case of doubt event incident or accident asestablishedbyHImanagement.

Responsibility3:ExpertiseEnsuretechnical quality in projects under your responsibility and team training.

  • Lead the assessment of needs and gaps in themine actionsector in support of HIs mine actionstrategy.
  • Co-lead with the HRdepartmentthe recruitmentinceptionand training of land release fieldstaff.
  • Responsible for the development andupdateof technical training packages for NTSTSand clearanceactivities.
  • Responsibleforthe development update andpossible amendmentand/or approval by the NMAA of the technical guidelines and Standard Operating Procedures (SOPs) for land release activities under the technical supervision of HIsLRSpecialistsatHQ;
  • Collaborate with internal HQLRSpecialistsin ensuring an effective Quality Management System is fully compliant with HISOPs.
  • Ensure sound mentoring of the teams in line with HIs Code of Conduct rules andregulations.
  • In close collaboration with the Country Managerexternal coordination withnational andlocal authorities andother mineaction actors.

Responsibility4:Implementation and monitoring

  • Manage the soundsafeandtimelyimplementation of NTS TS andClearance activities under the technical supervision of HIsLRSpecialistsin HQ and the supervision of the CountryManager.
  • Responsible for planningachievementsand goodutilizationof resourcesin accordance withHI procedures and in line with donorregulations.
  • Perform frequent field visits in the intervention sites for technical supervision on-the-jobtrainingand qualityassurance.
  • Define and follow with eachmember of staffunder your coordination an Individual Action Plan (IAP)and thetime frameto achieve the desiredobjectives.
  • Ensure the respect of HIs Code of Conduct HIs Misconduct Reporting Mechanism HIs Policy on Prevention of Sexual Exploitation and Abuse HIs Security rules and other relevant rules and regulations by the members of the team under yourcoordination.
  • Co-lead the assessment of needs feasibility opportunitiesand risks ofa potentialfuture NTS andClearance intervention in other areas and in support oftheintroduction of new innovative methodologies (for instance use of drones).

Responsibility5:Representation and reporting

  • Ensure operational reporting internally to authorities and donors asrequired.
  • Prepare all relevant reports and documentationin a timely manner as directed in line with HI Project Quality framework practices and tools and in conformity with donorsrequirements.
  • Activelyparticipateto base andprojectcoordinationmechanismsin a collaborative spiritwithotherprojectteamsand missiondepartments(MEALetc).
  • Develop andupdate the procurement plans ensuring proactive andtimelyallocation of resources andaccurateuse ofallocatedresources as budgetholders.
  • Under supervision of theCountryManagerrepresentHI in relevant opportunities including sector coordination and technical working groups ifrequired.
  • Develop and drive a culture of excellence continuous improvementand performance optimization across all mine actionprojects.
  • Be a role model for diversity and inclusion as well as a positive role model for contributing to the team spirit ofHI.
  • Actively mainstream gender inclusionand conflict sensitivity in all mine action activities.

Responsibility6:Emergency Preparedness and Response

  • Support emergency preparedness actions.
  • In the event ofan emergency reorganize your teams priorities according to humanitarian prioritiestoensure a rapid and efficientresponsebyHI.


Requirements
  • Certification:IMAS EOD 3andIEDDcertificationfromanaccreditedinstitution.
  • Experience:minimum of 5 years of experience in Humanitarian Mine Action with team management position
  • Experience in training and providing technical support to the fieldteams
  • Knowledge:You master the implementation of the land release policy
  • Language:You can speak and write fluently in Spanish and English
  • Softskills:Stronginterpersonalandinterculturalskills.
  • You are a manager who can help your team members progress by developing their ability to work independently.
