Must Haves:
- Experience in content design and/or technical e-learning
- Outstanding technical skills in creating captivating educational content
- Minimum 10-15 years of experience in digital health standards inclusive of terminology maintenance and mapping
- Extensive knowledge and understanding of digital health standards including but not limited to HL7 FHIR clinical terminologies (e.g. SNOMED-CT LOINC) and their application.
- Extensive knowledge and understanding of pan-Canadian digital health standards and tooling
- Hands-on experience with interoperability standards gap analysis environmental scan and HL7 FHIR implementation guides
- Hands-on experience implementing HL7 FHIR standards and solutions
- Excellent communication skills both verbal and written and strong partner engagement skills
- Time management skills with the ability to manage tight deadlines and prioritize multiple projects
Description
Background Information:
- As part of the refreshed digital health and data strategy the Agency will make a concerted effort to leverage new and existing digital solutions as part of a clinically led change program to make tangible improvements to how frontline providers work and contribute to bringing joy back to clinical practice.
- The purpose of this request is to acquire HL7 FHIR resources with expertise in FHIR standards and awareness of applicable Terminology standards who will work with others in support of the Digital Health Standards (DHS) Program to deliver standards components related to specifications on the Digital Health Standards Program Workplan.
Responsibilities:
- Conduct requirements gathering develops documentation including presentations and briefing notes and conducts partner engagement.
- Work with different partners and subject matter experts from different backgrounds (clinical business and technical).
- Interact with the business partners and subject matter experts in order to understand their requirements through gathering documenting and analyzing business needs and requirements.
- Develop and document HL7 FHIR artifacts and supporting documentation.
- Validate troubleshoot and problem solve the HL7 FHIR artifacts.
Desired Skills:
- Knowledge and experience with existing Agency digital health assets and standards.
- Knowledge and experience with structured clinical documents.
- Knowledge and experience with HL7 FHIR Canadian and International Terminology Standards and FHIR Structure Data Capture (SDC).
- Experience working with GitHub is desired.
- Familiarity with Microsoft Products with a preference for candidates that have experience with Microsoft based cloud tools (e.g. Microsoft Office 365).
- Knowledge of Healthcare Information Systems used throughout the province of Ontario.
- Ability to readily identify assess and mitigate implementation and adoption issues.
- Excellent analytical problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.

- Extensive knowledge and experience with the terminology asset management tools with the ability to develop innovative learning resources content design and/or technical e-learning implementation for consumption by various audiences (required for independent learning and trainer facilitated). 15 Points
- Extensive knowledge and implementation experience with clinical data terminology maintenance and technical standards such as SNOMED CT/SNOMED CT-CA LOINC/pCLOCD HL7 v2 HL7 FHIR. 15 Points
- Knowledge and experience with the ability to translate complex technical functions and processes to applicable language for business audiences. 15 Points
- Knowledge and experience of the development and implementation of terminology standards such as LOINC/Radlex DICOM and SNOMED CT/SNOMED CT-CA. 15 Points
- Experience in developing provincial terminology strategies and implementation plans including engagement with partners/front end users. 15 Points
- Experience in implementing and training others on interoperable digital health solutions including assessing readiness of existing clinical information systems for collection/submission of standards-based clinical information to the EHR. 10 Points
- Knowledge and understanding of the standards lifecycle and the Digital Health standards landscape (Canadian/pan-Canadian and international standards) and Digital Health initiatives in other jurisdictions (local regional provincial) is an asset. 10 Points
- Knowledge and strong understanding of jurisdictional electronic health record projects interoperability services and integration with healthcare initiatives within regional healthcare organizations for clinical data repositories and other associated healthcare information systems in use within a jurisdiction. 5 Points
Deliverables
Deliverables Include:
- The consultants will work collaboratively with the DHS Program on deliverables related to standards:
- 1. Environmental scans Data Standards research and presentation of results
- 2. Data Standards assessments and analysis for harmonization and interoperability
- 3. Terminology mapping where applicable
- 4. Develop end to end workflows related to Enterprise Terminology Services Management where applicable
- 5. Develop end to end procedure manuals author and deliver
- 6. Provide hands on training for tooling (Ontoserver) where applicable
- 7. Research and incorporate best practices for terminology services and tooling
- 8. Provision and delivery of learning materials inclusive of:
- Compatible with the internal Agency Learning Management System and software (Articulate Storyline)
- Includes a service level agreement whereby Agency is established as the owner of the training/education packages
- Includes a combination of audio and visual resources
- Fact sheets to support communication and awareness related to terminology services and tooling
- 9. Participate in collaboration with DHS team at partners meetings and workshops
- 10. Develop and present weekly report of deliverables time and status updates
- 11. Provide knowledge transfer documents and conduct knowledge transfer sessions for all project deliverables with assigned Agency subject matter experts
- 12. Follow Agencys and DHS guidelines for documentation templates and data storage and organization
- 13. Complete deliverables in adherence to Agency guidelines for all communication email messaging etc.
Additional Terms
- Term: The term of this Engagement Assignment is 220 Business Days. The Engagement Assignment may also be extended for unused Business Days at Agencys discretion.
- The resource will comply with Agency policies and procedures.
- Agency systems cannot be accessed from outside the province of Ontario and Agency assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from the Agency.
