Position Description

Position Title: Director Adult IDD Program

Reports To: Principal

Position Type: Full-Time Exempt (12-month position)

Position Summary: The Director will provide visionary strategic direction and operational leadership for the adult IDD program. This individual will be responsible for strategic planning program development fiscal oversight staff leadership regulatory compliance and developing community partnerships to ensure excellence in service delivery and growth of the program.

Key Responsibilities

  • Strategic Leadership & Growth
    • Develop and execute a multi-year strategic plan aligned with ODP priorities and CMS Home and Community-Based Services (HCBS) requirements.
    • Lead expansion of services to include:
      • Develop partnerships or hire licensed clinicians (e.g. OTs SLPs Behavioral Specialists).
      • Ensure therapy services align with ISP goals and medical necessity.
      • Monitor documentation standards for clinical services.
      • Integrate therapeutic supports within CPS programming for functional skill development
      • Growth of our licensed Chapter 2380 CPS Facility and Community programming
      • Contracted or in-house therapy and clinical services (e.g. speech occupational behavioral supports)
      • Employment services (Supported Employment Advanced Supported Employment Transitional Work Job Coaching)
        • Develop and implement a Competitive Integrated Employment (CIE) strategy consistent with ODP Employment First principles.
        • Establish employer partnerships and job development pipelines.
        • Oversee job coaching retention supports and outcome tracking.
        • Collaborate with the Pennsylvania Office of Vocational Rehabilitation (OVR) for funding alignment and joint planning.
        • Track employment outcomes wages hours worked and retention metrics
    • Conduct market analysis to identify service gaps and growth opportunities.
    • Build partnerships with Supports Coordination Organizations (SCOs) families school districts vocational rehabilitation and community employers.
    • Represent the organization in ODP forums provider associations and regional collaboratives.

  • Program Leadership & Development
    • Develop communicate and implement a work plan for the adult IDD program that aligns with the mission and values of John Paul II.
    • Oversee all operational aspects of the Adult Program including day services employment supports community integration and other service lines to ensure a safe supportive and engaging environment.
    • Develop implement and evaluate program curriculum that supports personal vocational social and recreational skill development.
    • Monitor and assess program effectiveness; make recommendations for growth and improvement.
    • Work collaboratively with the Principal Finance Director Behavior Specialist and other leadership team members.
    • Participate in planning accreditation and strategic initiatives for the adult program.
    • Represent the Adult Program at meetings events and community engagements as needed.
    • Identify opportunities for innovation service expansion and sustainability.

  • Staff Supervision & Support
    • Recruit hire and retain qualified leadership and direct support professionals.
    • Promote a culture of accountability inclusion and professional development.
    • Ensure required training compliance (ODP-required modules CPS orientation medication administration etc.).
    • Develop leadership succession planning.
    • Provide ongoing professional development and support to staff to ensure best practices.
    • Foster a collaborative positive and mission-driven work culture.
    • Lead mentor and develop program support specialists and program managers; foster a culture of continuous improvement person-centered practice and inclusion. AAIDDCMS1

  • Family & Community Engagement
    • Serve as the primary point of contact for families regarding adult services.
    • Communicate regularly with families about participant progress and program activities.
    • Cultivate relationships and partnerships with community organizations employers state agencies families and advocacy organizations to expand opportunities for participants.
    • Maintain positive relationships with:
    • Participants and families
    • Supports Coordinators
    • County IDD Administrators
    • ODP Regional Offices
    • Community employers and partners

  • Fiscal Stewardship
    • Oversee develop and manage annual operating and capital budgets.
    • Monitor and collaborate with Finance for waiver billing claims reconciliation and revenue cycle management.
    • Ensure compliance with Medicaid billing standards.
    • Present financial reports to the Board of Directors.
    • Oversee audits and financial statement preparation.
    • Identify diversified funding streams including grants and private pay options.
  • Ensure effective staffing structures and service delivery systems.

  • Regulatory Compliance Risk Management and Program Operations
    • Ensure full compliance with:
      • 55 Pa. Code Chapter 2380 regulations
      • ODP ISP Manual and waiver requirements
      • Incident Management (EIM) requirements
      • Medication Administration standards
      • CPS Facility licensing requirements
      • HIPAA and confidentiality regulations
    • Oversee licensing inspections QA&I reviews and corrective action plans.
    • Implement and monitor a comprehensive Quality Management (QM) Plan.
    • Maintain internal audit processes for documentation billing and service authorization compliance.
  • Utilize data and performance metrics to:
    • Monitor outcomes and drive program improvement.
    • Report to the Board and Executive Leadership.
    • Oversee incident trend analysis and risk mitigation strategies.
  • Provides operational leadership while partnering with the Quality Compliance Officer who manages regulatory systems audits and documentation standards.
  • Ensures program practices align with compliance guidance.
  • Supports implementation of corrective action plans
  • Ensure compliance with all applicable federal state local regulations diocesan policies and John Paul II Center procedures for IDD services (e.g. HCBS standards licensing requirements) and maintain quality and safety standards. The Ladders2AAIDDCMS2
  • Oversee billing processes including district billing and Medicaid when applicable in collaboration with the Finance Office.
  • Maintain accurate records reports and service note documentation for participants and training records of staff.
  • Manage the program budget financial forecasting resource allocation and revenue targets.
    • Ensure high-quality person-centered programming consistent with Individual Support Plans (ISPs).
    • Promote community integration skill development and meaningful daily activities.
    • Oversee development of measurable participant outcomes.
    • Ensure staffing ratios and qualifications meet Chapter 2380 requirements.
    • Support interdisciplinary coordination including behavioral therapeutic and employment supports.

Qualifications

  • Bachelors degree in special education human services social work psychology business and communication or related field; Masters degree preferred. AAIDDCMS1
  • Minimum 5-10 years of senior leadership experience in human services preferably in IDD developmental disabilities or adult services. Experience with program operations compliance and financial management required. ANCOR
  • Strong knowledge of IDD services community integration ODP waiver programs applicable regulatory/licensing frameworks (including 55 Pa. Code chapter 2380 and other DHS ODP) and of ODPs Incident Management and QA&I processes.
  • Knowledge of HIPAA FERPA and confidentiality requirements.
  • Demonstrated experience managing budgets fiscal stewardship strategic planning and use of data for decision-making.
  • Excellent leadership communication interpersonal and problem-solving skills; ability to work with diverse stakeholders.
  • Commitment to person-centered inclusive practices and promoting the rights and dignity of individuals with IDD.

PRIOR TO INTERVIEW: Clear records of Pennsylvania State Police Criminal Record Check (PATCH) Pennsylvania Child Abuse History and Federal Bureau of Investigation Criminal Background Fingerprint Check as required under Commonwealth of Pennsylvanias Act 153 of 2014 (at least 1 year old.) As well as attendance at a Protecting Gods Children class and Mandated Reporter Training.

Physical Demands: Must have the ability to sit for extended periods of time; walk reach with arms and hands climb or balance; some carrying pushing and/or pulling may be involved; as well as some stooping kneeling crouching or crawling; exhibit manual dexterity to handle or feel and to manipulate keys on a keyboard and dial a phone; to see and read a computer screen and printed material with or without vision aids; hear and understand speech at normal levels and on the telephone; speak in audible tones so that others may understand clearly in person and on the telephone; ability to understand and follow oral and written instructions; physical agility to lift up to 25 pounds.

Work Schedule & Compensation

  • Regular daytime hours (7:30 AM 3:00 PM); flexibility may be required for audits inspections or compliance deadlines.

Our Adult Community Participation Support Program is licensed under PA 55 Code 2380 and is overseen by the Office of Developmental Programs (ODP) as a Community Participation Service (CPS) Program.
