Job Summary

Reports To: Assistant Superintendent of Human Resources

FLSA Status: Exempt

General Definition of Work

The Executive Director of Human Resources and Title IX Coordinator provides strategic leadership and operational oversight for district human resources functions ensuring effective human capital management compliance with federal and state employment laws and consistent implementation of district personnel policies.

The position leads employee relations investigations and compliance functionsincluding oversight of Title IX and other discrimination-related matterswhile supporting district leadership in fostering a professional equitable and high-performing work environment.

Qualifications

  • Masters degree in Educational Administration Human Resources Public Administration or related field.
  • Minimum five (5) years of progressively responsible leadership experience in education administration human resources or a related field.
  • SHRM or comparable HR certification (within 12 months of hire)
  • South Carolina Administrative Certification (or ability to obtain) preferred
  • Experience handling employee relations matters investigations AND compliance responsibilities preferred.

Equivalent combinations of education and experience may be considered.

Essential Functions

Human Resources Leadership

  • Provide strategic leadership and operational oversight for district human resources functions and services.
  • Support the Assistant Superintendent of Human Resources in planning implementing and evaluating district human capital strategies.
  • Ensure efficient accurate and compliant processing of employee transactions and HR services.
  • Develop systems and procedures that promote fairness consistency and accountability in personnel practices.
  • Provide leadership and guidance to HR Directors and staff regarding policies procedures and employee relations matters.
  • Build collaborative relationships with principals and district leaders to support effective implementation of HR strategies and services.
  • Facilitate the development of human capital plans that support district recruitment retention and employee development goals.
  • Lead HR operational initiatives including policy development process improvements and service delivery models.

Employee Relations and Investigations

  • Oversee employee relations processes including conflict resolution grievances workplace concerns and disciplinary matters.
  • Ensure consistent and legally compliant investigative practices related to allegations of misconduct discrimination harassment or retaliation.
  • Conduct or supervise investigations involving staff complaints and sensitive personnel matters.
  • Provide guidance to administrators on employment law personnel procedures and workplace conflict management.
  • Analyze trends in employee relations issues and recommend strategies to strengthen organizational culture and reduce risk.

Compliance and Title IX Oversight

  • Serve as the districts Title IX Coordinator ensuring compliance with federal regulations prohibiting sex-based discrimination in education programs and activities.
  • Oversee compliance with applicable federal and state laws including Title IX Title VI Title VII ADA and other employment and civil rights regulations.
  • Coordinate and oversee investigations related to Title IX and other discrimination complaints involving employees or students when applicable.
    Maintain documentation reporting systems and procedures required by federal and state compliance standards.
  • Develop and deliver training for administrators and staff regarding Title IX responsibilities discrimination prevention and workplace conduct standards.
  • Monitor legal developments and regulatory guidance related to employment law and civil rights compliance.

Leadership Training and Organizational Support

  • Provide coaching and consultation to district leaders on personnel management investigations and compliance obligations.
  • Lead professional development for administrators on employee relations conflict resolution and compliance topics.
  • Promote a culture of professionalism accountability and responsive service across the Human Resources department.
  • Facilitate meetings workshops and collaborative planning sessions supporting district initiatives related to human capital management.
  • Prepare reports analyses and recommendations for senior leadership related to HR operations and compliance activities.

Administrative and Operational Functions

  • Assist in the development and monitoring of departmental goals budgets and performance metrics.
  • Ensure accurate preparation of reports audits surveys and compliance documentation.
  • Maintain consistent district practices for employee onboarding orientation evaluation processes grievance procedures and separation processes.
  • Support district initiatives related to employee engagement retention and organizational effectiveness.
  • Perform other duties as assigned by the Assistant Superintendent of Human Resources.

Performance Indicators

Evaluation Indicators will be established annually.

  • Decrease year over year teacher vacancy rate on first day of school
  • Increase year over year Employee retention rate
  • Decrease average time-to-fill vacancies
  • Decrease average investigation completion time
  • Increase year over year compliance reporting accuracy and timeliness

Working Conditions

The position requires work in an office and school environment with frequent interaction with staff and administrators. Duties may include extended periods of sitting computer use and occasional travel to school sites or district meetings.

Special Requirements

  • Possess and maintain a valid Drivers License or ability to provide own transportation
  • Travel to school district buildings and professional meetings

  • Work requires the occasional exertion of up to ten pounds of force

  • Must be on-call as a regular part of the job

As a condition of employment and prior to onboarding the district will conduct a criminal history background check.
